Elines, director general of railroads, in an address before the Transporta tion Club here tonight, urged the necessity of a division of excess earn ings of railroad corporations above a reasonable return in order to protect the public against excess earnings of very prosperous railroads and In or (er to insure a fair return to all rail roads.
