I do not ex pect to accomplish the object desired In a year, or even -two years, but I be lieve the general plan is workable, and will ultimately give us satisfactory re sults. It would require too much time to gol into details. The chief function of the Governor under our plan *of government as de clared by our constitution, is to see that the lawsA.re faithfully executed in mercy. It is 'gratifyhig to know that there is an over increasing demand for an Impartial administration of justice. I'believe that the administration of Jus tice, to be effective and satisfactory, should be tempered with mercy, but first of all a standard of justice must be maintained. The law is the securi ty of the citizen, and he .who nyilfully violates it should expect to pay a just penalty. I do not wish to be misun derstood on this subject. I know from my own Personal experience that events show juries sometimes make mistakes. In some instances, judges impose sentences that prove to be too severe. Such cases, however, are ex ceptional. In a vast majority of cases. juries render righteous verdicts, and judges impose just sentences. Believ ing as I do, that it is to the best inter est of all the people that the verdicts of juries, and the judgments of courts should be properly respected, I shall not interfere with their decisions, ex cept where I am convined that the ends of justice will be promoted. After a careful consideration of the task that is before us incident to war and the readjustment period, it is my Opinion that It would be wise for this General Assembly to continue for an other year the State Council of De fensei If such an organizati on was im portant in time of 'war, and few will (Icily that it was, It. seems to me that it is equally inportant for a short period at least immediately following the war. It will not be necessary to appropriate as much money for this body as was appropriated tile past year. An al)propriation of $5,000.00 is con sidered suflicient and I trust you will find it consistent with your duty to make this apiropriation with a view to the prosecuton of a vigorous cai l)aign to arouse our People to the liii portinee of better educational facili ties, and various other questions which will be acute for a while. I cannot conclude this address with out a word in behalf of the ex-Confed erate soldier. While -we are! honoring, as 'we should, the boys who are now returning from the victorious fields of France, let us not forget the thin gray line. Almost all of those who composed it have already crossed the River. I feel that the state is financially able to give to the Confederate soldier an in creased pension at this time. We owe these ien a debt of gratitude that we can never repay in kind, but we can give to them in these, their declining years, the ordinary comforts of life as a token of our appreciation of their heroic sacriflce. There are soie yet amongst us who went tilrough the thick of the tight, and the pension they are now receiving is not eiough to keel) the wolf from the door. Second, The machinery and goods stolen by Germany from .France and Belgium to be. at once given up. It is pointed out France alone has 500,000 men who will be out of work until this machinery is returned. Third, Gorman gold, amounting to more than 100,000,000 pounds, to be. moved from Berlin to a safe place, probably Frankford, and protected from Bolshevism in Germany on route. Germany to give over her shipping, of which she is believed to have 4,000,000 tons, to carry food sup plies to countries in Eaurope in need of them. Fifth. This decision means that the new British ministry must revise the whole scheme of army demnobili zation. "The decision is that Great Britain. in proportion to its military strength, must maintain an army of occupation on the Rhine for many months. If the rapid increase in demobilization re cently announced were contillued, there would in a few months he no army in Franee to undertake the ob jligations whilch, by common decision of the allies have been placed upon British shoulders."
