For a number of years we have had in connection ayith ouir state institutions for higher education, a free scholar ship system. I have noj hesitated when a candidate for office to criticise this system, and I do not hesitate now to recommend to you the abolition of all scholarships, and the substitution of a spholarship loan fund. This fund could be administered by the Sinking Fund Commission, or some other department of the state, as you may see proper to provide. Under the present scholar ship law its benefits are awarded on competitive examination. The person making the highest mark is entitled to the scholarship, provided of course, that certain conditions as to financial ability, etc., are shown to exist. It fav ors the person who has already had superior advantages. Its benefilts are limited to the favored few. Under the scholarship loan fund all of our insti tutions of higher education would be open to every boy and girl who could stand the necessary entrance examina tion, and who could be accommodated by the institution. It may nepessitate, and I hope it 'will, the enlargement of our -plants in order to accommodaite the Increasing de imands. The student who obtains a loan from this fund should be required to repay the same without interest in four annual installments. The first, pay ment to be due in two years after grad tiation. This would insure repayment of the entire loan in ten years, or to be more accurate, each loan granted would be repaid within six years from the (late granted. Ii the tlwenty-ninth annual report of the Board of Trustees of Clemson College, pages 13-1-1, I find the following language: "If it is to be admitted that a technicail education adds to a young man's earning power (and surely such an education repre sents a capital of at least $20,000.00) then any woung man should be willing to accept a loan rather (han a gift of $400.00 to help Iii olitain it. The his tory of such loans elsewhere is that they are cargerly sought by the really needy, and invariably paid." The Board of Visitors of Clemson College for the year' 1918 called atten tion to the fact that since the inaugura tioll of the scholarship system Clemson College has expended for this purpose alone $220,000.00. Other colleges doubtless have expended proportionate amounts. If the money thus expended for the past tell years had been lent to worthy stud~ients we would have on hand today a loan'fund of not less than $400,000.00, and it would not be neces sary to make any other appropriation for this Iuirpose. It may be wise for the State, in order to promote the etll diency of the organized militia, to offer a limited Iumllber of military scholar ships in consideration of a special ser vice to be rendered where no adequ.ate compensation is provided. But the scholarshlip should be contingent on such service. Another question which I feel I must call to your attention is that of the public iealth. I believe the State Board of iealth should be authorized and di rected to make a health survey of the entire state by the school distriets. It is important that sanitary conditions as they exist iII the various sections of the state should be known, and where ever necessary, proper steps takell to reme(dy conditions. I have heard It stated that the lcalth laws of South Carolina are equal to the best in the Uion. Tis is gratifying, but. It is cer tainly tru1e that a great deal is yet to be one before our peole are 1r041operly Prl tected again-st the ravages of disease an(1 innecessary mortality. The mainl difficulty with us, as I see it, is a lack of business method in tills de partment. I believe an effective rem edy will be found in the adoption of ait executive budget somewhat similar to the law now in force-inl the State of Virginia. Under this law the Governor Is req(iril'ed to submit to the General As sembly at eitch session an evoelitive budget containing an Itllemized state ment of the estimated expenditurs of the various departments and institu tions of the stato for the ensuing fiscal year will his recommendations thereon This budget will be referred to the ap propriate committees as any other bill. Any item, of course, may be increased, ucereasca, or stricken out entirely, but no apprqpriation, not included in the. budget, is to be considered until the budget is finally disposed of, except iII emergency cases. This means that the members of the General Assmbly will have the belleft of information obtaill ed by the Goverfnor from the various departmen'ts and institutions of ' the state in preparing the budget, which will enable them to act more intell gently inl this important matter. The Governor during the several months preceding the meeting of the General Assembly -will 'hold public hearings, and reqiuire necessary information in regard to each item of exteilditures asked for, which ilforlat l0ll would naturally be given to the public press for tihe benetit of the general public as well as Illembers of the General As semblily.
