Columbia, S. C., Dec. 15.-Reports of
the Stato Board of Charities and Cor
rection of annual inspections of chain
gangs in South Carolina made public
yesterday by Frank E. Broyles, assist
ntit secretary, contain a recomnienda
tion that the entire county system is
wrong and should be abolished by the
legislature and the convicts placed un
(er the State Highway Commission. In
submitting the report, 'dr. Broyles
says:
"From foir year's intimate knowl
edge of chain gangs in South Carolina,
we have reached the conclusion that
the entire system is wrong and should
, abolished by the legislature. We
know many countles that are working
less than 10 or 12 men, with three
hired white men for guards. One
county was working five convicts, to
guoard whoml three men were employed
and fed by the county. This is a los
in.g proposiiton for tle taxmayers. The
best that can he done with such a
gang oin tie road is repair or patch
work. which tears up again before
lie gang works ten miles away. The

The Books of the County Treasurer
wvill -be open for the collection of
State, County and Commutation Road
Traxes for fiscal year, 1918, at the
Treasurer's office from October 15th
to December 31st, 1918. After Decem
ber 31st one per cent will be added.
After January 31st, two per cent will
be added, and after February 28th,
seven per cent .will be added till the
15th day of March, 1919, when the
books will be closed.
All persons owning property in
more than one township are request
ed to call for receipts in each of the
several townships in which the pro
perty Is located. This Is Important, as
additional cost and penalty may be
attached.
All able-bodied male citizens be
tween the ages of 21 and 60 years of
age are liable to pay a poll tax of
$t.00, except old soldiers, who are
exempt at 50 years of age. Commuta.
tion Road Tax $1.50 in lieu of road
duty. All men now'in military ser.
vice are exempt from road tax.
