Washington, Oct. 2.-Signs are mul
tiplying in reports reaching the state
department from various agencies in
neutral European countries of the
rapid weakening of the despotic con
trol which the military elements In
Germany and Austria have imposed
upon the civilian population. So ex
tensive and consequential are the
events quickly following one another
in Berlin and Vienna, that American
officials are becoming convinced that
the imperial rulers have been forced,
however reluctantly, to the conviction
that If they are to preserve (heir
dynasty from destruction they must
yield to the growing demands of the
civilian elIents for the right of par
ticipatinlg in the government duta ring
this crisis.
The military parties have reiineld
their control only he'luse of their as
srted ability to secure a mtilititary Ie
cislon that would confirm German su
premacy over continental Iiurope and
the British isles at well. Now that
the German armies are being defeated
and dinven lhack into Germany and the
nation is conf'ronted with the painful
certainty and a retributive jiustice for
the wrongs inflicted upon the French
and Helgians, the Influence of the Pan
Germans and military parties is wan
Ing, and It is believed that the two
emperors have decided that If they
are to retain the support of the people
they must turn to. (lhe civilian parties
that have been demanding a voice in
affairs.
It was pointed out today that Presi
dent, Wilson has repeatedly declared
that with the military rulers of he
contral powers conviteed of broken
faith and decei thri enn h.e no dis
icusilon of the peace with which the

oring9. Hence the belated attempts of
the emperors to erect a strutuare of
real democratic government through
the creation of cabilets responsible to
the parliaments lin the hope that witi
these the entento statesmien will be
willhig to confer about peace.
Indications of such a purpose are
discerned by American ollicials in va
rious utterances and acts of the Ger
man and Austrian leaders. In his ac
ceptance of the resignation of Premier
von lertling, Em3niperior William ap
pealed to Uhe strong men of Germany
to come to his aid and share the bur
dens of government, a direct bid for
the support. of the socialists and cen
terists in return for participation in
the cabiinet.
Then there are the statements in
lealding German newspapers indignant
because they passed the scrutiny of
tlhe Geriman censors, that the creation
of a responsible cabinet is under con
sideration. Next is the refusal of the
Socialists to enter tIhe goveInmentVII as
at. present constituted. As a half way
measure and ii a desperate efforl. to
Save tle imperial prerogative, IEmmperor
William has already tried the expedi
enlit of himself selecting leaders of Ilie
opposition parties for minor places inl
the cabinet and promising to forward
the enactiment of popular measures.

solutc control through the reichstag
of the cabinet without reference to the
wishes of the emperor.
Such a change In Germany doubt
less would be followed, if not indeed
precede by a similar revolution in Aus
trian parliamentary government, and
it Is fully expected that as soon as a
real representative government is a
fact. in the central empires there will
be( a it rresistable movement towards
peace, even on the terms laid down by
l 'reieii t Wilson.
