Columbia.-Under modified regula tions of the Food Administration farmers are now permitted to grind a full year's supply of flour from home grown wheat. Millers throughout South Carolina have been authorized by the Food Administration to grind, from wheat made by farmers, enough flour to supply their families and their ten ants for 12 months. This amouut must, however, be based upon a cal culation of 12 pounds per month per person. Although using flour ground from home-grown wheat, farmers are ex pected by the Food Administration to nevertheless observe strictly the fifty-fifty rule and to use flour substi tutes. pound for pound, with the flour they have ground. The fact that they have produced their own wheat does not release them from this obligation. They are also expected to see to it that their tenants, furnished by them. use flour substitutes on the fifty-fifty basis. Farmers who grow wheat may sell flour to their neighbors who perhap have no:, but in such cases they will le required, under the rules of the Food Administration. to sell an equal niountt of flour suihstitutes, the same Sa ivrchait, or tikie miller's cer tificates from the purihaser showing that the imrchaser has had flour sub stitutes( ground to cover the flour bought, pouid tor pounad. par me rs rluay e-Vll flour, from their witeat, to meItlhaots. hut when merchants r'e sell; 1lhi- lour it ist le sold. pound for Iiuntd, with flour substitutes, to the wis who buy it.
