alleged to have conceived a scheme
for getting the navy department to
pay the same bill .twice, and to collect
one of the payments through a con
federate In the offices of the compa
nies rendering the bill. They success
fully tested the plan twice, it is
icharged, but did not try to actually
collect the money, and the firms re
turned the duplicate payment to the
g overnment.
