States Guards will be the name of the
25,000 auxiliary force of transports,au
thorized by the war department to sup
plement state and other forces now
guarding hvar supplies, .war dndus
tries and doing police duty essential
to the condect of the war, including
patrol of the water fronts.
jIresident Wilson has Pigned the
order for organization of the force
and further orders were going out
from the war department today.
Forty batallions will be organized
to relieve regular troops, national
guard or other purely military units
of this guard tiuty. The order pro
scribes that the force be raised by
voluntary enlistmient or draft. It is
the purpose of tho government to
mnak e it up of men not available for
war service at. the front. Volunteers
will Ii' acepted only bet ween the
