ator Evans. of Marlboro repealing the
Laney-Odoi insurance hill. The bill
is not over four lines in length and
simply undertakes to re peal the

The first skirmish in the prohibi
tion light arose in the [louse this
morning when Representative Richey
moved to recall from the committee
on Police Regulations his bill or iron
clad prohibition by knocling out the
gallon-a-month allowed at present for
personal use. Mr. Richey wanted his
bill to go before the house without
reference so it could be taken up im
lediately. .\r. W. L. Daniel of Sa
Ida thought it unwise to consider
bills without committee report. Tihe
house tabled the motion to recall the

Columbia, Jan. 17.-Richard I. Man
ning of Sumter and Andi ew Jackson
Bethea of Columbia were inaugurated
for their second terms as governor and
lieutenant governor of South Carolina
yesterday. The exercises at noon in
the hall of the house of representatives
were witnessed by a crowd that packed
the galleries and main floor. Gov.
Manning took the oath at 12:09
o'clock and Lieut. Gov. Bethea at 12:54
o'clock. Chief .Justice Iugene B.
Gary administered the oaths.
The ceremonies were unpretentious.
The gubernatorial party assembled at
the executive office on the first floor
and proceeded to the hall, where the
Joint assembly was in session. Gov.
Manning entered with Senator Laney
of Chesterfield, chairman of the in
augural committee, and Lieut. Gov.
'Bethea entered with Representative
1). D. Moise of Sumter, a member of
the house committee. The party left
the hall after the ceremonies in the
same order in which it entered, except
that Lieut. Gov. Bethea returned with
the senate to its chamber.
Before the governor took the oath
he directed' the sergeant at arms of
the house to find Mrs. Mary Butler
Evans of Newberry, who was pres
ent, and give- her a :eat near the
front. She was given that of her son,

Gov. Manning paid a tribute to Mirs.
Evans' stand for law and order and
expre'ssed his drp appreciation that

ration. .Mrs. Evans rose and did an
old fashioned Southern ('oilurtsey and
the house applauded.
The addresses of the governor and
lieutenant governor were delivered
and the inauguration was over inl
