Washington, Nov. 7.-Precedents es
tablished in the case of the American
ship Frye, wheat laden and bound for
England, sunk in mid-Atlantic by a
German auxiliary cruiser in 1915,
hre expected to lead the German gov
'ernment voluntarily to offer to pay for
the steamer Lanao, sunk by a German
submarine off the coast of Portugal.
It is estimated that the vessel was
sailing legally under the American
flag and registry.
The State department is making
'every effort to develop the facts, and
it appears certain that due warning
was given and proper care taken to
'safeguard the lives of all on board.
The question to be cleared up is
whether the Lanao was an American
'ship. It is known that negotiations
for her sale by the American owners
to a Norwegian ship owner had been
initiated before the vessel started on
'the voyage.

intense interest throughout London.

that Charles E. Hughes had been
telected beyond doubt, and this was
taken for granted until the tickers and

that time forward excited groups as
sembled in the clubs and hotels scan
ning the latest returns.
This really is the first time that Lon
don has felt a personal interest in the
presidential election with public opin

Competition with houses that sell by
'mail is often a problem which the
nerchants' association in smaller
'towns and cities seek to solve. System
'recently asked a number of represon.
'tative associations what they bglieve is
'the best way to handle this problem.
Five typical replies are given in the
following paragraphs:
(1) "We believe that real service,
a willingness to exchange articles not
(atisfactory to the purchaser, excel
lent catalog descriptions of the mer
chandise and-to some extent-price
reductions have made mail order
houses successful; and we believe that
when the local merchant learns how to
hmake real salesmen of his clerks, when
he himself learns what real service
means and knows how to control his
own business, the mail order business
in this state will begin to decline."
(2) "One of our main objects in
'organizing is to hold business at home
and place a price on merchandise that
will give a saving to the mail order
bustomer. We are planning a month
ly house organ, to be issued to the
farmers in our buying community,
naming articles that can be bought
here at mail order prices, with a mer
chant's guarantee back of them."
(3) "We cooperate as far as we can
to keep trade from going to mail or
der houses and nearby cities by pro
moting the 'Buy in Freeport' idea. In
'this connection, let me say thkt I think
the solution of the buy-at-home prob
lem is largely up to the home mer
chants. The smaller merchants in a
city like this are perhaps too prone
to condemn buying away from the city
'without taking active steps to real
ize that they must adopt progressive
methods of doing business; and that
they must give service and goods which
'will persuade people they can buy at

home'as well as or better than they
can elsewhere, 'When the merchants
let people know more about their
business through advertising .And
when they go after business with
something of the progressive methods
their successful competitors use, then
they will solve to a certain extent
the buy-at-home problem. There are
some merchants, of course, who do
this, and they are not the ones who
complain most about the mail order
houses and people going to other cities.
(4) "Pay no attention to mail or
der competition, is our advice. We
urge members to make their goods
worth buying, and their store service
inviting., We believe that personal
contact and seeing before paying will
get business, if other conditions are
attractive. We advise pursuing the
same policy with regard to energy
cities. Our retail stores draw trade
from forty nearby cities, and this
'trade is growing larger every year.
(5) "We have found that the less
that is said about mail order houses,
'the better for the merchants in the
town. An active campaign against
them will create new business for the
mail order houses instead of for us."
