The democratic enrollment now in
progress in every county affords school
officers and teachers a practical test
of our educational eilciency.
Every white man above twenty-one
years of age is entitled to enroll on his
local ilub, and should be urged to do
so. As far as practical, every voter
should write his own signature, al
though It will be necessary for un
trained and unlettered men to sign
with a cross.
On the democratie club rolls of 1911
nearly 22 per cent of the reported en
rollment was marked with this cross.
Is it too much to hope that a general
and universal enrollment in 1916 will
show a material reduction in this per
eentage of illiterates?. I hope local
club otlieers everywhere will Join
hands with school workers in an effort
to reduce this i nber.

ty has been finislhed, I shall ask the

data ro kindly furnished from a ma
jority of the counties in 191 1. The
