WVashtington, June 2,--'he second of
the big preparedness measures, a na
val applopriation bill larger by many
millions than any ever before consid
ered in congress, passed the house late
today almost unanimously. It carried
a building programme for next year
of live battlecruisers, four scout
cruisers, two destroyers, 50 submna
rines and 130 aeroplanes, provides for
a government armor plant, authorizes
an increase of nearly 17,000 enlisted
men and appropriates a total of $20
900,000.
As passed the bill is in substan
tially the same form as framed by the
naval committee. Only a. few amend
ments were adopted during a week of
debate and a final effort by liepubli
can leaders to have the measure re
committed with instructions to add
two battleships, two scout cruisers and
10 destroyers was defeated.
Only four representatives voted
against passage of the bill, to 358 fa
voring it, and as the rol1 call pro
gressed the overwhelming majority of
"ayes" stirred the Democrats to re
peated cheering. The four negative
votes were east by lepresentatives
Ilrowning, New Jersey; and Gralham,
Pennsylvania (lepubilicans); Randall,
'California (lrohibitionist), and Lon.
doll, New York (Socialist).

house completed the major portion of
its share in the 'preparedness pro
grammc. Of the three bills carrying

most of the recommendations of a
minority report submitted by Riepubli
calm members of the committee, in
creases totalling more than $40,000,
000 were added to the committee
measure. Of this $22,000,000 covers

ed only 20. Other provisions added
during debate carried $11,000,000 for

deis, whose nomination to the supiene
court was confirmed by the senate last
week after a prolonged light, will take
the oath as an associate Justice tontor
row. lie arrived here from I3outon to
night. As no fruther arguments will
he heard by the court until next :ail,
the new justice will participate in tio
decisions until that time other than
those involving motions presented to
the court tomorrow.
A long list of opinions probably
will be announced at tomorrow's .ses
sion. Among the most important
eaes pending are two in which Mr.
Brandeis was counsel. They involve
the constitutionality of Oregon laws
fixing a wage minimum and limiting
hours of labor.
