gauged by the ballot of its citizens,
warrant it. However, Mr. Cooper has
not advocated local option compulsory
education, but a statewide law who
the facilities are adequate to take care
of all those who are to be accommo
dated. We suppose that the first step
to be taken In furtherance of this idea
would be to have an educittional census
taken, and action taken in accord with
the findings of that census.
It is not a far stretch of the imag
ination to consider I. A. Cooper as
largely instrumental in the passage of
the present compulsory law. E:. P.
.c".ravy, who introduced the first so
riously considered compulsory bill in
the legislature, is a Laurens county
product and for many years has been
a warn friend of R. A. Cooper. It is
quite possible that he imbibed some
of his educational views from Cooper.
IH. S. Blackwell, a member of the leg
islature from this county at the time,
made a speech on the floor of the
lhouse of lepresentatives, at. much
peril to his political fortunes, favoring
compulsory education. It is probable
that this young legislator was
st rengthened in hits convict ions by the
('xapllle and inilluence of It. A. Cooper,
tle older statesman.
There are few mene indeed. outside
of those wIto make teaching a profes
sign, whio i( have given educational prob
lels more l'hoaght than It. A. Cooper
and there are fewer still who, depend
ent upon 1ublic favor for continuance
in olice, have been cou rageonas enough
to advocate compulsory education
when it was not a popular subject.
We bteiLve that in I. A. Cooper, the
peolile of this state would find a
stauncl, sane and sympathetic friend
of education, one who is not liable to
let his ideals run away with Ills bet
ter- judgment nor his judgment yild
to Ihe di, tales of political exptediency.

SULEft LEAD CAMPAIGN
FOR ENDOWMENT FUND
Plan to Eaise $300,000 For Three
Methodist Institutions.
Spartanburg, Juno 4.-At a meeting
of the educational committee, recent
ly appointed by the South Carolina and
upper South Carolina conferonec for
the purpose of conducting a campaign
to raise a fund of $300,000 to be used
to endow the three Methodist educa
tional institutions of the state, held
yesterday in the office of Dr. Henry
Nelson Snyder, president of Wofford
college, Rev. F. H. Shuler, of Latta,
S. C., was selected as commissioner to
have charge of the proposed campaign.
No definite plan for the campaign was
decided upon, and a meeting will be
held in Columbia during the ensuing
week at which the entire program will
be mapped out. It is understood that
Rev. Mr. Shuler, after the meeting in
Columbia, will present the plan to
each presiding elder of the two con
ferences( the presiding elders pre
senting it to the pastor, and the pas
tors in tin wfll put the proposition
before their congregations, thus reach
ing every Methodist family in the
state.
