SOLONS VLFEDOE AID FOR INSANE ASY UM Legislators Adopt inding Resolutieo on Hearing Addrtess by Chief Execu. tive. Columbia, Jan. 15.-Gov. Manning personally addressed tho Joint assem Jly yesterday regarding 'the State los pital for the Insane. The governor talked for 45 minutes, the attention of the members being diverted only at such moments as applause broke the silence. . The governor talked calmly and un interruptedly 'le told of the changes in the administration and the care of the State's unfortunates during the last twelve months and his efforts and desires to see that the best of treat ment and leadership is given 'the in mates. He outlined the motives which led him to secure a superin tendont at an annual salary of $6,000 and his personal sacrifice in giving $2,375 of this amount, saying that he was unable to do it for the ensuing year. T'he matter of salary as well as the election of the superintendent, whose term of office expires February 15, 191G, is now turned over to the general assembly. "There is no act of my official life that has given me more gratification," declared the gov ernor. Gov. Manning recommended the ap propriation of $320,000 asked for by the boqr'd of regqnts. le pointed out those features of the present admin istration wherein a saving had been realized and extolled by recounting individual instances the value of oc cupational work, as put into operation in the last eight months. He said that each case was treated Individual ly, the patient's history and previous environment being carefully investi gated. "I do not e rgo, the appropriation for the credit of the Manning admin istration," declared the governor, "hut as a monument to your foresight. I want the institution to be a credit to the State. Let it show our regard for God and for our suffering fellow men." Imme<dately upon the conclusion of the addrehs and message, which the governor had pro ulsed in his annual message read last Tuesday, the Joint assembly adopted unanimously the following resolution presented by Representative Joseph A. McCullough of Greenville county: "Resolved, That the thanks of this joint assembly are hereby extended to his excellency, Gov. Manning, for his most instructive, interesting and soul-stirring message, and we pledge to him and those in authority our hearty support in their efforts to bet ter the condition of these unfortunate wards of the State confined in the State Hospital for the Insane." The joint assembly was called to order by Senator LeGrand Walker of Georgetown, president pro tempore of the senate, who inirodnoed Gov. 3Manning. The governor said that when refer ring to the conditions existing a year ago he meant no personal criticism but told or thenm as a statement of fact, on wvhich to base comparisons. Washington, Jan. 14.-Diligent prob- 4 Ing carried on here for many days to ascertain whether or not a bill had been introduced in congress, either to "peal the lnw passed last March which placed Congressman Joseph T. Johnson on the bench as judge of the 4 western district of South Carolina, or to do away with any of ,he oficers of 4 the court today resulted in success. Stuck away in the senate.bill to codify and revise the judiciary laws of the country, which is prepared and passed every year, were found two innocent 4 looking little paragraphs. One of 4 these proposes that with the passage of the bill the duties of the present district attorney for western district of South Carolina shall be taken over by the saune official of the eastern dis trict, while another paragraph further 4 on provides that the same thing shall be done with regard to the" marshals of the eastern and western districts. There is nothing to indicate that the present western district would be abolished or that the duties of Judge .Johnson would be interfered with. { It was learned that this bill was prepared at the department of jus tice and sent tg Senator Overman, chairman of the senate judiciary com mittee and by him offered in the usual way. Members of the South Carolina del egation declined to discuss the prop osition to abolish the oflices now held by District, Attorney 'i'hurmond anld Marshal 12yon, and said they know very little about. the matt'er when asked foi' information. Some of these members seemed to he as much in the dark as any one else concerning the personality of those who have been instrumental in having the department of justice ii sort the two paragraphs referred to and it is probable that little worth 4 while will really be known until the bill comes up for passage later on in the senate. Unless the South Caro linn senators block the matter there may be no district attorney and mar shal for the western district in the 4 near future. MOTHER!
