'To the lditor of Thp State: Since the publication of nmy coi munication in The State on July 5. 1 have examined the act of the legisla ture, to wvhich I had given only a cursory reading. I stated that if the prohibition vote prevailed we should lose the existing privilege of ordering one gallon per month of spirits, wine or beer from outside the State. MY more careful examination leads ime to feel pretty sure that that effect will not follow, or at least ought not to follow. When a sum of money or other value is sent by a person in this State to a dealer in another State for the litrchase of an article, and that ar ticle is in conseqiuence turned over by the seller to a carrier designated by the purcha'ser (as an express com pany) for transportation, that act of the seller constitutes the sale, and thereby the sale is made outside the State-that is, in Kentucky, or Tenl nessee or Virginia, or wherever the seller carries on his business.
