menit of all taxes, including poll tax,
assessed against them during the year

to a letter from .John T. Miller, mem
her of the house from Rlichland coun

"Dear Sir: I at in receipt of your
req uest for an opinion as to the <qual
ilieations of voters in so far as the
payment of taxes is concerned who

to he held on the Gth day of January,
1911, to fill the vacancy in the house
of representatives from Richland
county.
"Section 41, article 2, of the consti
tution, prescribes the qualifications for
suffrage, Subdivision A of said section
refers to the residence of voters and
provides as follows:
"'Residence in the State for two
years, in the county one year, in the
polling precinct in which the elector
offers to vote four months, and the
payment sir months before any elec
tion of any poll tax thent die and pay
able: Provided, That in nisters in
Welarge of an organized church and
teachers of public schools shall be
entitled t.o vote after six months' res
idence in the State, ot hetw ise (uali

"Subdivision 10. of the same section
provides as follows:
'Alanagers of election shall require

SEA ROVER TUlRNS PIRATE.
Andrew i. Nelson, Master Mariner,
Arrested in San Francisco and Turn.

San Francisco, Jan. 2.-A sea rover
and Arctic trader turned pirate-I
Andrew B. Nelson, himself a master
mariner and one time owner of the
schooner hlera-was brought to 'port
today in irons, locked in the brig of
the lumber schooner Williamette, and
turtned over to the federal authorities,
who held him in $10,000 ball on a
charge of assaulting Capt. Iltener on
the high seas with intent to mur
der.
With Nelson was brought .loseph
L'aramie, a bricklayer, who said he is
from Shelby, Ind., charged with being
an aeomplice. Hie was held in the
same bail. Neither man will admit
that' ie knows the other.
lHnd )lard Fight.
Nelson was arrested Wednesday
night after a hand to hand fight in
the captain's cabin, which he had en
tered muflled in a towel, wearing a
brown wig and a false mustache and
carrying an autonttic pistol in his
hand.
Though a smaller, lighter man,
Capt. 1teiner tok the pistol away
fron the grotesque pirate, who in
medliately drew a double action rc
volver lie was getting the better of
tih light when two sailors and a
waiter rushed into the room and over
powered Nelson. Laramie was stand
ing outside the door while the fight
was in progress.
lHnd Treasure Chest.
The Williametto carried $1,500 in
cash to pay her crew of 25 and there
were 25 passengers on board. A
launch followed the Vessel, 'keeping
distant about half a mile for sonic
time, and 'aCpt. Rieiner believes the
pirate intended to rob the safe and
hold up passengers for their cash and
valuables and make his escape to
shore in the launch.
Although ad mitt.ing his identity and
history of sea faring, Nelson says lie
is a private detective and that he
took passage on the Williamette to ar
rest ('aipt. liner, for whom a reward
of $1l0,t0t had been offered. The re
ward is mythical and the many
crimes, none of them specified, whlich
Nelson said the captain had commit
te(1 are unknown to the police.
Nelson in 1907 acquired the achoon
er Iiera at Tacoma and went trad
ing along the coast of Alaska.
The Hlera was wrecked but Nelson
will not tell when or where.
