C. October 10-13. The opening hobsIoii was held Fri day afternoon October, 10th, when tho enrollment took place, twoiity | three delegates, five officers and four teen visitors responding to roll call. The following officers were present: Mrs. B. L. Hughes, president, Mrs. J.I W. Allen, secretary, Mrs. W. H. Mor ton, treasurer, Mrs. Rebecca Deal, sec retary of literature, and Mrs. H, \V. Allen, chairman or Executive Com mittee. Friday night the pastor of the church, Itov. C. Ik Uatchford, gave an address of welcome! introducing Rev. C. F. flankin of Laurcns, who gave an address on Home Missions. Mrs. Motte Martin of our mission in Africa who was present gave a heart-stirring talk on tiie work and the needs in Africa. Her African nurse sang a hymn in the African language. Saturday night, after devotional ex ercises conducted by Itov. 1). W. Rich ardson of Chinklang, China, two of the delegates took part In a dialogue on Pros and Cons of Foreign Missions. Rev. Mr. Hassel, a .voting man un der appointment to Japan gave a talk on missions In ..'??.nan. Then followed an Interesting pageant In which twen ty of the young girls of Cross Hill took part. Sabbath morning and evening Rev. D. \V. Richardson of our North Kian su mission preached soul stirring sermons on missions in China. Sabbath afternoon was devoted to young people's work. Devotional ex ercises Wore Conducted by the Presi dent. Mis. E. L. Hughes, Miss Marie Dean of the Miriam Society of Spar tan burg sang a solo. Miss Agnes Rav enel of the same society told of the Blue Ridge Missionary Education Con ference which she attended last sum mer. Miss Atmy Allan, Secretary of Young Peoplo's Work in the Charles ton Prosbytorlal gave a practical talk on young people's work, after which steps wero taken toward reorganizing a young people's band in the Liberty Springs church. An interesting feature of the Satur day afternoon session was a round table Conducted by Mrs. W. YY. Simp son of Woodruft, on "How to meet the difficulties in the country churches." Mrs. Alvin Dean of Greenvillo read a paper prepared by Mrs. J. T. NYood side of Greenville in memory of our departed missionaries, Mrs. Annie Orayblll of Mexico, Mrs. Annie Wil Kinson Moonoy of China, Mrs. S. M. Lane of Brazil and the two children of Rev. and Mrs. R. (',. Colt of Korea. Letters were read from Dr. Ruth Morgan of our Haichow station In Chi na. The Enoreo Prosbytorlal lias con tributed $500.00 a year to the Haichow station ever since 1905. Reports were heard from the coun ty institutes and thirty societies. Invitations for the next, meeting were received from Union and Wood ruff, and I'nion was selected as the next place of meeting. The election of officers resulted as follows: President, Mrs. W. W. Simpson, Woodruff. First Vice-Presldent, Mrs. P. L. Hughes, Greenville. 2nd, 3rd, 4th and 5th Vice- presi dents, Leaders of County Institutes. Secretary, Mrs. .1. W. Allen, Spar tan burg. Ills signature was the death knell of what is known in naval circles as "balanced bids" and there was written Into the organic law of the service that every pound of provisions hereafter delivered shall welglt, ex actly IG ounces and that the enlisted men of the navy shall Invariably re ceive both In (inanity and quality the full benlflt of every dollar of money expended for their subsistence. What makes this order of more than ordinary Interest Is that many thous ands of dollars are expended from year to year for the purpose of food supplies of the enlisted men and it has been largely through the efforts of a South Carolinian? Pay Inspector Samuel McQowan -that such a thing was brought about. In giving the facts regarding tills matter to the press for publication, Secretary Daniels in Iiis statement said: "This reform was made possi ble by the recommendations of the able paymaster of the Atlantic fleet, Samuel McGowan, who made a thor ough study of the matter and whose watchfulness has resulted in great an nual savings in the purchase of pro visions for the navy." Under the old system of buying pro visions professional provisioners sprung up everywhere like Jacob's gourd vine peddlers today, mer chants tomorrow, petty capitalists the day after?all by reason of being able, through grouped awards of contracts and skillfully manipulated deliveries, to bid on one thing and furnish an other. The net result to the government was that, While prices on the average were low, cost in the aggroate was high, the situation presenting the ex traordinary paradox whereby retailers could and in fact habitually did un dersell the wholesalers from whom they regularly obtained their supplies for delivery 10 the government.?The State.
