Washington, March 14.?Senator BenJ. H. Tillman of South Carolina to-day lost his long and hard fight for the chairmanship of the powerful sen ate committee on appropriations. The Democratic list completed tonight by the steering committee, headed by Senator Kern, accords the appropria tion chairmanship to Senator Martin of Virginia, and places Senator Till, man at the head of the committee on naval affairs. The decision of the committee will not be accepted by Senator Tillman, it is understood. A Democratic cau cus has been called for 10:30 tomor row morning when the committee list I will he presented to the full Demo-, cratie membership of the senate. It is expected that Senator Tillman, counting upon support of four or five mombers of the steering committee, will lead a fight in the caucus to over throw the committee's decision. The chief reason for supplanting Senator Tillman, who headed the list of Dem ocrats on the appropriations commit tee, Is understood to have been the belief that his health would not enable him to undertake the severe tasks at tached to the position. Some Badical Changes Radical changes In the method of controlling senate legislation and com mltties, which formed the basis or socalled progressive Democratic re organization fight, begun last Decem ber, was approved by the Democratic managers and will be offered for the consideration of the caucus tomorrow. An outline of the changes follows: All committee chairmen shall he elected by the complete caucus. The practice has been for the steering committee to appoint all chairmen. A majority of the Democratic mem. hers of any committee may call a meeting of that committee at any time Members of "conference" commit tees shall be selected by the Demo cratic majority of the committee hav ing charge of the legislation in ques tion. Steering committee members shall be selected by a Democratic caucus Instead of through appointment by the caucus chairman. Must (Jo Before Caucus. Appointments by the steering com mittee to fill vacancies on all senate committees must be passed on by the full caucus. The recommendations to be made tomorrow constitute important de partures from the practice that has prevailed in the senate and are sini lar in many ways to the changes that were made in the house at the begin ning of the last congress. While In Columbia recently It was our good fortune to become the*guest and recipient of the generous hospital ity of Dr. W. W. Daniel, president of Columbia Female College and Rev. W. D. Wharton, superintendent of Bp worth Orphanage. They have both achieved enviable reputations in their respective spheres and as they were reared in this section, we feel an es pecial interest in their careers. Miss WU Ix>u Gray, of I-aureus, a former teacher of the Jone3 School, honored us with her presence last week and make an instructive and helpful address to the pupils of our school. We cordially welcome Messrs Dun lap, Saxon, Bosdell and others who have recently cast their lots with us. The farmers are quite busy making preparations for the planting season. We recently met the following friends: Messrs. W. It. Dunn, Preston Smith, Steve Brown and Frank Smith, of Donalds; Mr. T. R. Blackwell and son of Due West, and Mr. MacGlymph, of Anderson. The friends of Mr. Robert Hughes ?will be pleased to learn that he Is re covering from injuries received In a collision of freight cars. Dr. W. T. Jones returns thanks to Drs. Tounes Jones and Workman, for kindly looking after his practice in his absence and should they desire to take a vacation he will be greatly pleased to reciprocate. Mr. Frank Jones has two fine young hounds for sale. We recently met our young friend Mr. Grady Culbertson, who is teaching the Owingsville school. Our teacher, Mrs. G. L. Graham, at tended the teachers' meeting in Co lumbia. It was onr good fortune to hear Rev. J. M. Dallas preach a splentld sermon at Ware Shoals last Sunday. Mr. Karle M. Caine of I.aurens and Miss Laura Jones were married on the 11th inst. The groom is a son of the late Dr. Caine and a nephew of the late Senator J. L. M. Irby. The bride is a daughter of Dr. W. T.
