very quiet at this place, yet the rural
police don't come arouud very often.
But they never know when to expect
them. For that reason it has the de
atred effect for good order.

you would see and hear at Laurens
in six months. The reason of that is,
our people are on good behavior most
?11 the time, but in case one don't do
the proper thing the olbcers at Lau
rens are very apt to look after him.
We went to a town not far from Lau
rens and saw more men under the in
fluence of whiskey than you would
see at. Laurens In 12 months. The
dispensary was in evidence at that
iplace. We could not help but feel
sorry for some of these poor fellows
who did not have a decent suit of
Clothing, much less the necessities of
life. Now isn't it time for Congress
?o act, change the constitution that no
(whiskey could be shipped into a dry
'County or state? We would then have
a people who would be self-support
ing and one of the best countries in
the world.
We see from ihe newspapers that
wo will not ha e to go out in the
highways and hedges to find men to
fill the governor's chair. There are
some good men that we know per
sonally already announced. Our first
choice is the Hon. it. A. Cooper, a gen
tloruan, of the highest type and that
means very, very much in South Caro
lina.
The farm work io very quiet these
days, nothing doing in tho way of
plowing. The farmers are not haul
ing fertilizer, for some don't say much
about fertilizer, and when they do
they say "I am not hunting n olg fer
tilizer bill this time.'' Our land must
do something. The fertilizer people
are getting very near all that is made,
and it Is time that we wero looking
after our interest more, prepare our
land, and rotate, make more of the j
necessities at home.
Our teacher, Miss Alma Garrctt at
tended the teacher's meeting at Lau
rens and reports that she had a de
lightful time. She spoke in tho high
est terms of Prof. Tate's talk to the
teachers. i
Mr. Anderson has finished painting
tho Lisbon school house and it acids
much to the already beautiful place.
Now wo are going to vote a two mill
tax to run our school longer, the 14th
of this month. With the McCravy
bill in force wo will have more edu
cation and better education, but we
think that the bill should have more
force. Some people think that the
negro would get more education, but
tho negro always gets more than his
part, if there is anything to be had.
ERADICATION OF CATTLE TICKS.
Over 10,000 Square Miles Released
from Quarantine rs a Result of Re
cent Progress.
Washington. 1). C. Feb. 128.? By an
order just issued to take effect March
1, Secretary Wilson has released
from quarantine 19,100 square miles
In the southern States as a result of
the good progress that has been made
during the past year In the eradica
tion of the ticks which spread tho dis
ease of cattle known as Texas fever
or tick fever. Additional areas
amounting to 6,493 square miles have
already been released since last
spring, making a total of 24.9S3 square
miles released during the past year.

amounts to more than 187,000 square
miles, being greater In size than the
comliined arena of South Carolina,
Georgia, Alabama and Mississippi. In
South Carolina, 1,615 squaro miles,
Including Darlington and Marlboro
coutnles, the remainder of York coun
ty and parts of Lancaster and Ches
ter counties are released.

lowers: All of Florida and Ixniisana,
the greater portions of Alabama, Ar
kansas, Georgia, Mlsslppi, Oklahoma,
South Carolina, and Texas, less than
half of North Carolina, a few coun
ties in Virginia, one county (San Die
go) in California, and a small area In
Riplcy County, Mo. Cattle from this
quarantined territory may bo re
moved to nonquarantlned territory
only under certain conditions which
are perscrlbed in the regulations.
They may be shipped in quarantine
to certain large northern slaughter
ing centers for Immediate slaughter,
but they may be moved for other
purposes under official certificate af
ter they have been inspected and dip
ped either once or twice, according
to circumstances, In a prescribed ar
senical solution.
Copies of the new regulations,
which are designated as Order 194
and Amendment 7 to Order 143, may
be obtained on application to the
Chier of the Bureau or Animal Indus
try. Deparment of Agriculture, Wash
ington. D, C. A map showing the
quarantined territory and indicating
the areas that have been released has
been prepared, and copies will be
furnished to interested persons on
application.

S. C. Mitchell, president of tho uni
versity of South Carolina, by the gov
nor in his Inaugural address, made
Its report In which it completely ex
onerated Dr. Mitchell. The report
says:
"We do not And from the testimony
that Dr. Mitchell, the president of the
university of South Carolina signed
an agreement by which any money of
tho Peabody fund, that had thereto
fore been designated to be given to
Winthrop College, chould be transfer
ed from Winthrop and be given to
the University of South Carolina and
negro schools. In this the governor
was therefore misinformed. It was
well, however, that the governor call
ed the matter to the attention of the
general assembly and urged this In
vestigation for In doing so. he has
caused the whole matter to be fully,
and we hope satisfactorily cleared
up.
The house adoped the majority re
port of the committee, which was
signed by Senators P. H. West on and
Macbeth Young and Reprosonutives
Nicholson and Welch.
