NOTICE OF THE County Treasurer The Books of the County Treasurer wUl be opened for the collection of State, County and Commutation Road Taxes for fiscal year, 1912, at the reasurer's Oftlce from October ir>th. to December 3lst. 1912. After Decem ber 31ot, one per cont will be added. After January Jlst, two per cent, will be added, and artor February 1:8th., seven per cont. will be added till the J6th day of March, 1913, whc-.i the books will be closed. All persons owning property in more tbun one Township are requested to call for receipts in each of the several Townships in which the property is located. This is important, as addition al cost and penalty may be attached. All able-bodied male citizens be tween the agea of 21 and 60 years of age are liable to pay a poll tax of $1.00 except old soldiers, who are exempt at SO years of age. Reason* for Refusing to Pay Certain Claims that hare Received Considerable Notoriety. Columbia, S. C, Jan. 19.?Discussing friction in yaymcnt of claims, Comp troller General Jones, in his annual report to the general assembly, says that a claim in favor of a iocal paper, approved by tho governor for payment out of his contlgout fund, was per sented and that he declined to issue a warrant for its payment for the rea son that "the claim showed upon its face that It was an advertisement Inserted by the governor, personally and not officially, stating to the public that he had not votoed a certain ap propriation made by the general as sembly." The comptroller general says that payment was refused because "It did not appear to be for any expense in cident to the administration of the governor's office, but a purely personal matter, the publication of which was not authorized at the public expense." In this section of the report, the comptroller general gives In detail his reasons for refusing to pay certain \ claims that have been presented dur ing the year. To Prevent Misapplication. "1 regret that In tin* performance of my duty, In auditing claims presented against appropriations made by you. vome friction has arisen. I called the attention of the general assembly to this matter In my first annual report as comptroller general In 1903, where the question arose whether the comp troller general should question an ac count, or claim, approved by the otllcer at whose disposition the fund was placed, in order to prevent the misap plication of public funds. I then point ed out tho Importance of your specific ally defining the rights of the comp troller general, as . udlting oflleer of the state, to question itemized ac counts. "While no chrnge has been made In the law I have sought to Inforce the application of appror ations to the purpose for which they were made, and to approve no claims which ap pear to be divisions of the funds. "In May last, Mr. C. W. Creighton presented a claim to be paid out of i the fund placed at the disposal of the governor for enforcement of law. The claim did not state the particular ser-, vices, or dates when rendered, and 1 I was umv>lc to ascertain from the claim! : for what service the money was to bo. paid. I. therefore, declined to issue ai warrant for payment until the claim was proparly itemized. But upon Mr. Creighton's presenting itemized claims,1 they were paid In full, including his services up to December 28, 1912, the last presented. "Similarly a claim against the same fund, not Itemized, was presented In favor of Mr. M. Green. When item-' Ized by Mr. Green and approved by the, governor, a warrant was issued for Its' payment. "In September, a claim was present ed by Mr. P. H. Corley for payment of services as chief constable for South Carolina.' I refused to Issue a warrant for the reason that the legis lature had made no provision for the compensation of such officer. There after claims presented by Mr. Corley for his services rendered as a special detective, properly Itemized and ap proved by the governor for payment out of the special fund at IiIb disposal i for inforcement of la ", were present ed, covering his services down to Dec ember 31, 1912, and warrants for their ' payment Issued by me. "A somewhat similar claim by W. P. Beard, as deputy state constable, \< ts refused because there was no appro priation for that office. "A claim in favor of the Record Pub lishing Company, approved by the gov ernor for payment out of his contin gent fund, we ^resented, but I de clined to issue . warrant for Its pay ment for theroason that the claim showed upon Its face that It was for an advertisement lnsertc' by the gov | ernor, personally, and not officially, stating to the public that he had not vetoed a certain appropriation made by the general assembly. It did not appear to be for any expense Incident to the administration of the governor's office, but a purely personal matter, the publication of which was not au thorized at the public expense. South Carolina Industrial School. "The board of trustees of the South Carolina Industrial School made requi sition for $2,703, in favor of tho con tractors for buildings being erected by them. The requisition was returned to them without payment, for the reason that it was not sufficiently specific, thore being two appropriations for dif ferent buildings. And for the further reason that the original contract and bond required by section 676 code of laws of South Carolina, 1912, volume one, hod not been filed with the state treasurer. "The board of trustees later return ed the staoment , properly Itemized, together wlt/h the original contract, dated the p9th dar of August, 1912, for the erection and completion of two brick fireproof, tile roof donnlntorles at Florence tor the sum of $27,678.50. Payment was again refused, as the contract for all purposes of $1,678.50.
