Admiral Badger Shows His Esteem
for South Carolina Officer by Giving
ii iin Position of Honor.
Washington, Nov. 12.?Orders have
just been Issued here detaching Pay
Inspector Samuel McGowan from duty
at the navy pay office, Philadelphia,
December 2. Mr. McGowan, who Is
known in South Carlolna as "Sam
McGowan," has been nskcd by Admi
ral Badger, who will command the
Atlantic llert when It sails from New
York a.Inuary 5 to become fleet pay
master and the South Carolina naval
olllcer has decided to accept the
billet.
Although Mr. McGowan has served
all his sea duty and Is not required
again to make a cruise, the choice of
becoming fleet paymaster was so
much to his taste and so much better
than remaining In Philadelphia that
he has Indicated his willingness to
sail with the fleet.
Mr. McGowan is no w<w?ce in the
naval service. Entering the navy In
1894 he has seen much duty both on
land and sea In 1908 he was named
by the secretary of the navy as fleet
paymaster and made a memorable
cruise around the world. He was de
tailed to distribute food and clothing
to the stricken people of Italy when
that country was shaken by earth
quake. After he returned to this
country, Mr. McGowan had duty at
Charleston, and from there went to
Philadelphia. HM present assign
ment is one of the very best that could
possibly he had and the fact that he
was requested by Admiral Badger to
become one of his shipmates shows
his unusual popularity In the naval
service.?The State.
Ordering Out Premiums.
Mr. C. A. Power, secretary and
treasurer of the county fair, has been
busy the past few weeks arranging
the awards of the recent county fair.
Just a couple of days ago, he sent
out notices to all prize winners, giv
ing them the proper "credentials" to
secure their prizes. If, by oversight,
any mistake has been made, he would
ho glad If it were called to his atten
tion.
