C INCOME TAX LAW TO BE ENFORCED Comptroller General Jones Issues In? structions to County Auditors to Go After the Boys. Columbia, November 30.?Determin ed to enforce the provisions of the income tax law vigorously, and also to have the county auditors carry out his instructions, Comptroller General Jones has prepared and sent out a circular of instructions to every.coun ty in the State regarding this mat ter. Gen. Jones has been gathering data and information in regard to the Income tax situation in all sections or the State, and has opened a cam paign to have the auditors of each county have every person liable for Income tax assessed. If a person thought to be liable for the income tax falls to make a return, the auditor assess on account of said income tax such amount as appears such taxpayer is liable for, from the best obtaina ble information, and a penalty of 50 per ceut is to be added. Must Appear Before Auditor. A person thought to be liable for income tax, and failing to make the return, is to be served with a notice to appear before the auditor for ex amination, the notice to be served by the sheriff. In addition to the tax payer, the auditor can summon and require any other person having knowledge of Iiis affairs to appear and testily, and forms for these summons es have been printed and sent out. Form No. 1 is for ser ice on the tax payer and Form No. 2 for service on any person having knowledge of the taxpayer's affairs. Governor Hlease will hack up Comp troller General Jones In bis efforts to have all persons liable for income tax returns assessed, and any auditor fail in.!; or refusing to carry out the In structions stand a chance of being removed by the Governor. "Word to the Wise, Etc." In a letter to Auditor M. L. Gulllck, of Greenville Count}, Comptroller General Jones calls attention to the information he has relative to per sons in that county liable for income tax, who made no returns, and Gov ernor Blease wrote on this letter "a word to the wise should be sufficient," Clearly conveying the information that he will hack up the efforts of the Comptroller General to have Green ville's auditor do his duty. in the letter to Auditor Gulllck the Comptroller General says: "You will proceed to have the notice?Form No. '?as per the circular of instructions, served on each of them, together with tho circular of instructions and in come blank; and, if after examina tion as directed iu the circular, you And they are liable, forthwith assess the tax against them. As instructed in circular, you should not take the bare statement of any of them that they are not liable to the tax. without making a detailed examination Into the tacts as required by the circular. In every case require the taxpayer to swear to his return on the income blank." Dl KS FROM IIIS INJUHES. John W. Sims, Whose Team Was Struek by Train Near Hock Hill, Lived Only Short Time. Kock Hill. Nov. 30.?John W. Sims, whose team was struck by passenger train No. 27, in charge of Engineer Bird and Conductor Brown, running about an hour late last night, near hear, died shortly afterwards. As soon as the accident occurred the train crew took the injured man aboard and carried him to Ogdon, which is near Iiis home, but about the time they reached there he died, and his body was sent back here last night to await the arrival of the coroner to hold an inquest. The place that the accident occurred was Steelo's crossing, just below tho City and not very far from where an accident occurred less than two weeks ago, when the same train ran Into n wagon load of negroes, killing a horse and mule and injuring a negro man and two women. Coroner Louthlan of Yorkville this morning empaneled a Jury, who, after viewing the remnlns, went to the Southern depot and were sent to the scene on a special train. It is not likely'that they will render a verdict until tonight, as the crew of the train will no doubt be summoned for exam ination before the Jury renders Its verdict. Mr. Sims was about 28 or 30 years of Rge and leaves a wife. Columbia, December 2.?"The board found Tub sanitary conditions at the Penitentiary much improved and that all the recommendations made by the board at a former meeting, looking to wards Improving tbe sanitary and health conditions at the Penitentiary, has bon carried .out, except that the hosiery mill, although conditions sur rounding it were huch bettered, is still In operation," said Dr. J. A. Hayne, the secretary of the State board of health, this morning, when ??ked for the results attending the meeting of the board here last night. "We reit erated our position that the hosiery mill at the Penitentiary was not a proper employment for convicts, was deleterious to their health and should be abolished," he said, when asked If any action had been taken relative to this situation. The board at a form hosiery mill he abolished and Gover nor Blease took the same stand, it heing alleged that it was a "consump tive mill," to use the expression of the governor In several speeches. Wants Mill Abolished. It has been held that the hosiery mill breeded consumption and. In ad dition to shortening the lives of the convicts, made It dangerous in that a convict employed there, when turned loose after serving his sentence, en dangered the lives of the people of the State by spreading the consump tive germs which are alleged to be contracted from working in the hos iery mill.
