New Orleans, Oct. 31.?The fanners of the South must withold from the market every remaining bale of the l> < sent season's crop of cotton and follow this with a concerted and bind ing agreement to reduce next season's cotton acreage at least 2"i per cent, if they hope to restore the South's great money staple to a normal price level and retrieve the losses sustained by reason of the present low price. This is the plan which the conference of Southern governors adopted at its concluding session today to secure ini mcdiate relief from the depression in t! e price of the staple. As a means of securing permanent relief from such conditions and of tranteelng the cotton farmer in the future against the necessity of glut ting the market with Iiis supplies at the opening of the season, the confer ence adopted resolutions favoring the establishment in every cotton-growing State of State-controlled warehouses and the collection and periodical pub lication of statistics bearing upon the demand for and consumption of American cotton. Committee to Decide. The proposal of foreign banking interests to finance a holding move ment covering 2,000,00 bales of the present crop was referred to special committee for future action. "We call upon our representatives in congress to have the present crop reporting system so amended to re? port the periodical publication of re liable statistics of cotton growing, manufacturing and trade condition, and we recommend also, and for our selves agree, that the commissioners of agriculture in the cotton States gather and publish like Information, and we suggest the legislators of cot ton states make adequate appropria tions to this end and uniform legisla tion, enabling the agricultural com missioners to act in concert and to constitute a bureau of cotton manu facturing, cotton trade and cotton con suming information, to the end that, with the estimates of production which are now furnished b the fed eral government, there may also be estimates of demand, and thus put the planter In position to tlx a fair price for his product. "The members of the conference have been reliably informed that bulls on the cotton exchanges have been indicted In the United States courts under the Sherman act for conspiring to buy cotton and advance the price, and if this be In accordance with the provisions of that act, then we re spectfully insist that the bears In the exchanges, who conspire to sell cot ton which they do not possess with the expectation of a decline in price or for the purpose of affecting a de cline, be likewise prosecuted. For Warehouse Scheme. "It is earnestly recommended that the several state governments shall take appropriate action to bring about such warehousing system or systems, as will best serve the Interests of the producer of cotton. "In view of the apparent demand for cotton during the next IS months, we recommend that the unsold cotton of the present crop be withdrawn from the market and disposed of by a sys tem of gradual marketing. "We represent to the cotton farm ers that tentative and attractive prop ositions have been made by British financial Interests for 2,000.000 bales of the present crop. "Reduction of acreage in 1912 is urged as a necessary part of any plan of holding or financing the present crop. We recommend, and, for our selves agree, that the government of each cotton State proceed to appoint a representative in each county, who in turn will appoint a representative in each school district or voting pre cinct to secure from every farmer a binding written pledge to reduce his Cotton acreage in 1912, 2"> per cent, below his acreage In 1011. "Without discussing the merits of pending proposals for monetary re form, we recommend that in any leg islation which Congress enact for emergency currency based upon com mercial paper underwritten by banks or associations of banks, provision be made for including in these acts for emergency currency commercial pa per representing transaction in cot ton as well as transactions in cotton goods and other manufactured pro ducts. "It is our firm opinion that by prompt and aggressive action under cooperation and organization the cot ton farmers and business men of the Southern states can speedily rescue the present crop from impending sacrifice and can restore the fair price which demonstrated demand war rants and can insure stable values from year to year." It was decided to hold similar con ferences in the future on the call of the chairman. The committee which is to consldor the proposed financing of 2,000,000 bales of the present crop is composed of Oov. Colqultl of Texas and Gov. Senders of Louisiana, Gov. O'Neal of Alabama, GoV.
