The Charleston Fair and Racing as sociation of Charleston lias been com missioned by Secretary of State Me Cown with a capital of $250,000. The petitioners as named who aro seeking a charter for the company are E. .1. PoilS and John Marshall. Ac cording to the petition, they are both of the city of Charleston. The purposes of the company are set forth in the following paragraph of the petition: "That the general na ture of the business which it proposes to do is to.buy, sell, lease, acquire, hold, control, develop, pledge, mort gage, sell, convey and Otherwise deal in or dispose of all kinds of properly, real, personal and mixed and of any estates, rights or privileges therein and to give guarantees in connection therewith and to exercise all the rights of ownership Incident thereto, also to build and erect fair grounds and buildings, to furnish and equip the same, to hold meetings and fur nish amusement and diversion to run automobile races, horse races, hippo drome races, aeroplane races and foot races and other contests of speed and skill and to charge for entrance to same, and also to carry on any other business which in the discretion of the directors or of the stockholders of the company may seem capable of , being carried on in connection with the above or calculated directly or in directly to maintain or enhance the value of the company' property or rights. "That the business above mention ed is to be conducted in the State of South Carolina and also in such other States and territories of the United States as the said directors may from ' ^me to time select." LI Yuen Heng, leader of the rebel forces, has Informed the, foreign consuls at Han kow that he has been proclaimed "president of the Republic of China." The foreign ministers here have ex changed communications with LI upon several subjects. They objected to his announcement that vessels carrying contraband would be subject to con fiscation and also to his proposal to administer the custom revenues at the port of the Yen;-. Tse Klang and other cities when controlled by the revolu tionists. The latter objection was based on the fact that the revenues are pledged as security for foreign loans and should he turned over to the British inspector general of cus toms in China. Reports that the minister of war Gen. Yin Tchang, is dead, continues ill circulation, and are believed by many Chinese. Sheny Hsunn Hual, who was re moved from the olllce of minister of posts an I communications as a con cession to the national assembly yes terday, had a narrow escape from as sassination here today. He lied to the American legation, whence he was later escorted by a squad of ten sol diers to Tien Tsin. Edward T. Williams, the American charged" affairs, denies, However, that Sheng Tsuan Hual entered the American legation today, but says he can not discuss the minister's depar ture from Peking. The Assof iated Press has been able to piece together th",following infor mation concerning the High! ot Sheng from a proclamation circulated among the members of the national assembly. One of Sheng s adherents visited the American legation today and after a hurried conference proceeded to Hie place from which the two ministers returned later to Peking. Later the French, German and British ministers, accompanied by the Amm'tcni) charge, drove to the resi dence of Prince Ching, the premier, and lodged an objection to a possible decree in line witli the wishes of the assembly. Some persons say Sheng departed from Peking Thursday, but that he left by train for Tien Tsin tills after noon seems more probable. At Tien Tsin and Shanghai the foreign resi dents will give Sheng the protection of the foreign police. Representatives of the governments concerned in the railway and currency agreements felt In honor bound To intervene for his safety, as they or their predecessors had pressed him to conclude these contracts and also urged him to take the strong stand which resulted In the present upheaval.
