Mountville, March 28,?The annual municipal election for the town of Mountville was held Friday. LT.tli. inst. The officers whose duty it is to man age the town's affairs for this fiscal year are, B. It. Fuller, Intendant; Jesse Matthews, W. ('. Hipp, John T. Stokes, and W. J. Cluck, conncilmen. All these are former officers except the last mentioned who was selected to fill the place of W. D. Pyles, moved away. Messrs Clyde Hipp of Winder, Ca.. and Henry Fuller of the South Caro lina university were here for Easter That was a splendid speech made by Dr. J. H. Miller of Cross Hill in the Mountville school, on the occasion of a public meeting of the two literary societies, Monday evening. The only fault was Its brevity; the people want ed to hear more. * There Is a force of hands at work on Joan M. Simmons' now dwelling, which, when completed, will he the fin est and most costly building In Mount ville. Mrs. C. M. Fuller was carried to the hospital at Columbia last week for treatment. She was accompalned by her husband and Dr. Peake, who have returned reporting that she Is doing well. Hl nie Held In Columbia Matters Olren Consideration. Columbia, March 27.?After a ses sion of two days, which ended last night the state hoard of education at its annual spring meeting considered many matters of state-wide interest. The first session was held on Friday afternoon. The llrst thing considered was the adoption of regulations for the dis bursement of the $60,000 appropriated for school extension. The Harris act of 1910 made several important changes in the policy established by the act of 1909. Henceforth, no private subscrip tion can be used as a basis of state aid. The district is made the unit for distributing the appropriation for the current year, and only those districts levying a special school iax of not less thin two mills are entitled to apply. Districts whose apportionment of the regular three mills constitutional tax, poll tax, dog tax, and dispensary prof Its will continue the session one hun dred days, cannot share In the ap propiation, , i, /.. < scnooi districts ?? ^ not entitled to participate in this fund, because all state aided high schools are under contract to continue the session eight months, and these high school districts already receive much more from the high school ap propriation than they could be grant ed under the extension act. State Aid to School Buildings. The recent legislature also appro priated $20,000 to encournge the erec tion of adequate school buildings. Three schools submitted blue prints which were approved, and each of these districts will receive $300 from the secretary of the board. The law requires, that all plans be approved both by the county board of education and by the state board of education, and where such approval is secured the district can receive 2."> per cent, of the cost from the county and 2."i por e -nt. from the state. In case of con solidation, an additional bonus of $100. *.">o from the county and $f>0 from the state, may be allowed. Two vacancies in the office of coun ty superintendent of education, were tilled at this meeting. Superintendent Sample, of Saluda, having recently died, and Superintendent Lane, of Ma rion, having resigned. The Saluda vacancy was Idled by the election of Rev. .1. A. Carson, now acting county superintendent of education by the temporary appointment of the Saluda grand jury. Prof. W. C. Rogers was elected to fill the vacancy In Marlon county. Count)' Summer Schools. The board apportioned the income from the permanent school fund among the forty-three counties, and suggested that this money be used by the county superintendents and coun ty boards of education to Bupport county or district summer schools. This fund yields nearly $3,000 annual ly, hut since no distribution of inter est was made during 1900, the amount now available is $5,851.00, giving each county approximately $135 for summer BChool uses.
