Notice is hereby given that the Gen
oral Election for the Stato and County
Officers will be held at the voting pre
cincts prescribed by law in said Coun
ty, on Tuesday, November 3, 1908,
said day being Tuesday following the
first Monday in November, as pre

will be provided at which qualified
electors will vote upon the adoption
or rejection of an amendment to the
State Constitution, as provided in the
following Joint Resolutions:

A Joint Resolution Proposing to
Amend Section 7. Article VIII. <>f
tho Constitution, Relating to Muni
cipal Bonded Indebtedness.
Section t. Be It resolved by the Ci'ii
oral Assembly of the state of South
Carolina. That the following amend
ment to the Constitution <?f the State
of South Carolina he submitted to the
qualified electors of the state at the
next general election for Representa
tives, and if a majority of the electors
qualified to vote for members of the
General Assembly voting thereon shall
vote in favor of suoh amendment, and
a majority of each branch of the Gen
eral Assembly shall, after BUCll elect
ion, and before another, ratify said
amendment by yeas and nays, that
Section 7. Article VIII, relating to
bonded Indebtedness, be amended by
adding at the end thereof the following
words: Provided, That the limitations
imposed by Ibis Section and by Sec
tion r>. of Article x. of this Constitu
tion, shall not apply io bonded Indebt
edness incurred by the tOWll of Oaff
liey, in thO County of Cherokee, when
the proceeds of said bonds are applied
solely and exclusively for the build
ing, erecting, establishing, and main
tenance of water works, electric light
plants or sewerage system, and where
the question of incurring such indebt
edness is submitted to the qualified
electors of said municipality, as pro
vided in the Constitution, upon the
question of bonded Indebtedness.

Amend Section I of Article X111 ot
the Constitution of the State of
South Carolina. Relating to the Office
of Adjutant and Inspector Ooneral.
Section 1. He it resolved by the
General Assembly of the State of
South Carolina. That the following
amendment to the Constitution of the
State of South Carolina, be submitted
to the qualified electors of the Slate
at the next general election for Rep
resentatives, and if a majority of the
electors qualified to vote for members
of the General Assembly voting there
on, shall vote in favor of stud amend
nient. and a majority of each branch
of the General Assembly shall after
such election, and before another, rat
ify the same amendment by yeas and
nays. Section I of Article XIII of the
Constitution of the Stale of South Car
olina. relating to ?'.Militia." he amend
ed by striking out in the first line the
words "and Inspector"; so that the
said Section, as amended, shall read
as follows:
There shall be an Adjutant General
elected by the qualified electors of
the State at the same time, and in the
same manner, as other State officers,
who shall rank as Brigadier General,
and whose duties and compensation
shall be pr< scribed by law.
Sec. ::. That the question of adopting
the amendment proposed in the fore
going Section shall he submitted to
the electors as follosvs: Those in favor
of the amendment shall deposit a bal
lot with the following words plainly
printed or Written thereon: "Consti
tutional Amendment to Section ?! of
Article XIII. Yes"; and th'ose opposed
to Bald amendment shall cast a ballot
with tin1 following words plainly
printed or written thereon; "Consti
tutional Amendment to Section 1 of
Article XIII. No."

There shall be separate and distinct
ballots and boxes at this election for
the following officers, to wit: in Gov
ernor and Lieutenant Governor; (2)
Other State Officers; CO Circuit Solic
itor; (It State Senator; (5) Members
of the House of Representatives; (6)
County Officers. On which shall be
the name or names of the person or
persons voted for as such officers, re
spectively, and the office for which
they arc voted.
Before the hour fixed for opening
the polls Managers and Clerks must
take and subscribe the Constitutional
oath. The Chairman of the Hoard of
Managers can administer the oath to
the other members and to the Clerk;
a .Notary Public must administer the
oath to the Chairman. The Managers
elect their Chairman and Clerk.
Polls at each voting place must be
opened at 7 o'clock a. in. nnd (dosed
at 1 o'clock p. m.. except in the City
of ChnrlostOll, where they shall be
opened at 7 a. in. and closed at ?'. p, in.
The Managers have the power to till
a vacancy, and if none of the Mana
gers attend, the citizens can appoint
from among the qualified voters, the
Managers, who, after being sworn,
can conduct the election.
At the close of the election, the
Managers and Clerk must proceed
publicly to open the ballot boxes and
COlinl the ballots therein, and continue
Without adjournment until the same
Is completed, and make a statement of
the result for each Office and sign the
same. Within three days thereafter,
the Chairman of the Hoard, or some
one designated by the Hoard, must
deliver to the Commissioners of (elec
tion the poll list, the boxes containing
the ballots and written statements of
the results of the election.

Whereas, on the 28th day of April,
A. D. 1908, there was filed with me in
my office a petition in wilting signed
by more than one-fourth of the qualified
electors of Laurens County, S. C,
praying for an election upon the ques
tion of Dispensary or No Dispensary?
That is to say whether alcoholic liquors
and beverages may be sold in said
county under and according to the pro
visions of an Act of the General As
sembly of the State of South Carolina,
approved the 16th day of February, A.
1). 1907, entitled "An Act to Declare
the Law in Reference to and to Regu
late the Manufacture, Sale, Use, Con
sumption, Possession, Transportation |
and Disposition of Alcoholic Liquors
and Beverages within the State and to
Police the Same," and under and ac
cording to the provisions of all Acts of
lue General Assembly of South Caro
lina amendatory thereof; and
Whereas, upon a canvass of the said
petition I have found that it does con
Lain the signatures of more than one
fourth of the qualified electors of said
county.
Now, therefore, I, H. B. Humbert,
Supervisor of Laurens County. South
Carolina, under and by virtuo of the
authority in me vested by thu provi
sions of the Act of the General Assem
bly and the Acts amondatory thereof
hereinbefore cited, do order a Special
Election to be held in said County of
Laurens, State of South Carolina, ac
cording to law, upon the question of
Dispensary or No Dispensary on the
first Tuesday following the first Mon
day in November next, it being the
third day of November, A. D. 1908.
And at the said election there shall also
be submitted the question whether one
ihird of the license fees and dispensary
profits as provided for in said Act shall
be paid to the County Treasurer, to he
applied to the county school fund or to
roads and bridges. And the said elec
tion shall be held and conducted by the
same officers and under the rules and j
regulations provided by law for general
elections.
Any person who is a qualified elector
of said county may vote in said elec
tion. Every voter who may bo in favor
of the sale of alcoholic liquors and bev
erages in said county shall cast a ballot
in the box provided therofor on which
shall be printed the words "For Sale,"
and every voter against the sale of
liquors and beverages shall cast a bal
lot upon which snail be printed the
words "Against Sale." Every voter
who may be in favor of the application
of one-third of the Dispensary profits
to the County School fund shall cast a
ballot In the box provided therefor upon
which shall be printed the words "For
School Fund," and every voter opposed
thereto, but in favor of its application
to roads and bridges, shall cast a ballot
on which shall be printed the v/ords
"For Roads and Bridges."

House, in County of Laurens, in the

OF
COUNTY TREASURER.
THE Hooks of tho County Treasurer
will be open for the collodion of State,
County and commutation Hoad Taxes
for fiscal year, HJ08, at the Treasurer's
Office from Oct. 15th, to December 31st,
1908. After December "fist one per
cent will be added; after January 31st,
two per cent will be added; and after
February 28th, seven per cent will be
added till the 15th day of March, when
the Books will close.
All persons owning properly in more
than one Township are requested to cull
for receipts in each of the several Town
ships in which the properly is located.
This is important, as additional cost and
penalty may be attached.
All able-bodied mule citizens, between
the ages of '21 and ?? years of age, are
liable to pay a poll tax of $1.00, except
old soldiers who are exempt at 50 years!
of age. Commutation Hoad Tax $1,110,
in lieu of road duty. Bond Tax to 1?'
paid by the 1st day of March. 1009. Oth
er taxes to be paid at tho tune stated
above.
Prompt attention will be given those
who wish to pay their Taxes through
the mail by check, money-order, etc.
Persons sending in lists of names to be
taken olf are requested to forward them
early, always giving their Townships, as
tho Treasurer is very busy during the
month of December.
