ANOTHER CHAPTER IX MATTER OF NEGRO NOTARIES. Mr. A. J. Bethen, .secretary to Gov. Ansel, yesterday received a letter from a friend in Beaufort telling some inter esting facts in connection with the mat ter of appointing negroes to the office of notary public. There have been 25 appointments of negroes in Beaufort in the last 2?) years at the hands of the following governors, respectively: Richardson, 4; Tillman, 11; Evans, 3; Ellerbe, 5; McSwoeney, 1; Hey ward, i; Ansel, none. Mr. Bethea was amused at the man ner in which an unfriendly paper had dodged the issue, since the refutation of the malicious charges against Gov. Ansel. "This paper, the first to start the insinuation that Gov. Ansel was the only governor to appoint a negro as notary," said Mr. Bethea, "has not had the moral courage to come out and ad mit that it has wronged the governor? and it has wronged him more than once ?but has made a lame excuse for its fall down by saying that the governor's friends are trying to hide behind Gov. Tollman's record. "Of course that is untrue. All that my statement sought to do was to .-.how that Gov. Ansel's conduct was in keep ing with that of other governors and Senator Tillman's name was used to re fute the direct and untrue charge that Gov. Ansel was the first governor to appoint a negro as notary after Mr. Tillman had revoked commissions of all notaries. "I have shown conclusively that Gov. Ansel in two years appointed but two negroes as notaries and in one county Gov. Tillman appointed 11, it seems. This is published not to discredit any other governor, not to take any advan tage of precedent, but to give a fiat denial to the charge published in the same paper. Here is the verbatim charge they made: "'When Gov. Tillman went into bffico, it is said, ho found many negroes holding the office of notary public, and to get rid of them he had the legisla ture to revoke the law under which they were appointed and a new law enacted. After that there were no more ap pointed, so far as we kn >w, until it be came reported that Gov. Ansel had ap pointed a negro of Greenville a notary public' "--The State, July 31. Smith's claims as being the man who raised the price of cotton. He says it was the Farmers' Union that forced the price up and that. Smith op posed some of the best features of the movement. MISS NANCE'S GOOD WORK. Peabody Board Shows Appreciation of tier Work ior Rural School. State Superintendent of Education Martin has received a letter from Wickliffe Rose, secretary of the Pea boily board, with a check for $500 en closed. This check has been sent by the Peabody board to the School Im provement association to aid it in the good work it is doing, and is in recog nition of the work which has been done by Miss Nance. The check is signed by J. P. Morgan, treasurer of the board. The Peabody has given $12,000 to Winthrop this year, and its gifts to this institution for the past several years have averaged $3,000 a year. It will be remembered that the Pea body board has also helped the schools all over this State in days gone by, and was very instrumental in the develop ment of the school here in Columbia, which finally became Winthrop College. Attention of the board was brought to the work being done in South Caro lina by Miss Nance through the efforts of Mr. Martin. News and Courier. Bticklen's Arnica Salve Wins. Mrs. Addie Brandingburg, of Union, died at the home of her son-in-law, Mr. Williamson D. Barksdale, in this city, last Saturday morning at 5.30 o'clock. Mrs. Brandingburg was on a visit to Mr. Barksdale and Miss Corrle Barks dale, her granddaughter, having come over from Union only a week before her death, which resulted after a brief illness.
