Featherstone, of Laurens C H., passed through yesterday, and while here was questioned as to his attitude on the matter of prohibition in the coming campaign. Mr. Featherstone stated that he was for prohibition without any provisos or conditions to it. In conncc - tion, he stated that he had made his f)osition clear about a month ngo, when 10 stated that he was for straight-out prohibition. Mr. Featherstone stated that four or live months ago he gave an interview on the subject, advocating for the pres ent the enactment of a law making the entire State dry, but permitting coun ties where prohibition sentiment was weak to vote on the sale of whisky. Continuing, he said: "A great majority of my prohibition friends in the State endorsed my views. "1 stated in that interview that, of course, what we ultimately sought was ironclad, State-wide prohibition; and, further, that in my judgment the time was not far off when the State would lie ready for it; and, further, that when there was sufficient public senti ment behind it, I would then be in fa vor of State-wide prohibition. "Since giving out thac interview I have been in close touch with prohibi tionists throughout the State, endeavor ing to ascertain the present strength of the sentiment and making diligent inquiry as to the enforcement of the law in dry counties. I have also been .studying the reports of the dispensary auditor, and to my amazement I find that the county dispensaries are selling almost as much liquor as did the old State dispensary when it was in full blast. They sold in the last year three million dollars' worth of liquor. In ad dition to this, I find that the dispensary counties are selling tremendous quanti ties of whisky to contiguous dry terri tory. "In this state of affairs I have deter mined to stump the State this year, ad vocating straight-out prohibition. The only way to find out the strength of the prohibition sentiment is to submit the question squarely to the people. If 0 majority of the people are in favor of State prohibition then we will give it an honest, fair trial. "The prohibitionists of the State are not fanatics: but, on the contrary, are sensible, practical men. "If the practical workings of a State prohibition law should demonstrate that it was impossible to enforce it in cer tain counties where the sentiment is weak then it will be a very easy mat ter to tack on a local option feature permitting those counties, under the most rigid restrictions, to vote in the sale of whisky. 'Sufficient unto the dav is the evil thereof.' "What we want," continued Mr. Featherstone, "is to give a general prohibition law an honest, fair trial." Mr. Featherstone said in regard to the present law: "We have a substi tute for the old dispensary law that is nothing but a reproduction of the old system on a smaller scale." In time he thinks this substitute will develop all the bad features of the old law. He also said that so far as he was personally concerned ho would prefer not to run this year; but 'his prohibi tion friends insist that tho time is ripe, that he agrees with them hs to condi tions, and that he feels he must re spond to what he regards as a great moral obligation. He stated that he hoped the qucs tion of prohibition or no prohibition would be submitted to the people in Gie primary, and he hoped the State Democratic Executive Committee would have this done. "The people," he said," "have a right to vote upon this question and settle it at the bal lot box, and there is no other practical way of presenting the cause to the peo ple other than from the stump during I he campaign." Palmetto Drug Co. Must Have Hunting License. The News and Courier has received the following: The Legislature of South Carolina provided for a license for non-resident hunters many years ago. This license was fixed at $25 but was seldom, if ever, collected. The amount was re duced at the session of 1907 to $10, with 25 cents fee to the clerks of the courts for issuing said licenses. Practically every State in the Union has a non resident license, and some of them ex act a license of $50. In others the li cense is good for only one county, and has to be renewed in each county the hunter enters. The Audubon Society of South Caro lina has labored under many difficulties in trying to collect this non-resident li cense. The old law permitted a guest to hunt without paying this license, and sonic are not aware of the change. If a man's guests were allowed to hunt without license then there would, be an end of license, for each and every in comer would be a guest of somebody. This may, in some individual cases, work hardship; but it is perhaps im possible to point to a regulation of any kind that would not work hardship to somebody. The State's right to exact this li cense has been passed on by the United States supreme court and settled for all time. The money collected from non resident licenses goes into the hands of the State treasurer, where it is placed to the credit of the "game protection fund," and is drawn out and used for enforcing the game laws. All good citizens should insist on visitors paying this license, and report them when they fail to pay it. Between three and four thousand men come into South Carolina annually to hunt, ^ut this year the merest frac tion of them will pay license. The Au dubon Society has pursued the policy this year of not prosecuting a man who hunted without license provided he paid the license on demand. Hereafter all parties found hunting without license will be indicted and fined for each day they hunt without license. There are sufficient non-resident li censes to support a vigorous enforce ment of the game laws if these licen ses are collected. In the present in stance the weakness of the Society has been presumed on and its confidence has been generally abused. The natural and inevitable presump tion for the future will he that the man who hunts without license is try ing to evade the payment. JAS. HENRY RICE, JR., Sec. Watson and a nephew of the Rev. E. C. Watson, of this city, while his bride is one of the most popular and accomplished young women of her section.
