The one great drawback to pro gress In South Carolina has been tho legislature. At every session some wide-awake member introduces a bill {>rotecting the sheep against the dogs, nit weak-kneed politicians, relying upon mushy and sickly sentiment for their own re election have defeated the measure." The subject being vital we concluded to hunt up the letter and were inter ested in tho following "interesting item:" "Mr Turner, of Laurens county, shipped from here on Saturday morning a linn pointer dog to a gentleman in Augusta, ('.a. He received $50 for It." And we bog to add that we have hoard of a Laurens man selling re contly $300 worth of dogs No; you can't stampede a South Carolina Legis lature, contemporary. * * * Special Legislation. Section 31 of tb?. Constitution of this State provides: "The General Assem bly of this State shall not erntet local or special laws concerning any of the following subjects or for any of the following purposes, to wit: ***** * To Hx tho amount or manner of com pensation to be paid to any county of ficer except that the laws may be so made as to grade the compensation in proportion to the population and ne cessary service required." In tho teeth of this and other provisions tho Legislature enacted laws making the compensation of the different counties to vary, as In many counties providing tbe Sheriff's per diem for dieting pri soners at 20 cents?<n othors at 30 cts. In Spartanburg and other counties tho pel liera was reduced andShoritT Dean appealed a ca?e to the Supremo Court and that Court knocked tho Act of the J legislature. That a Tax of Fifty Cents on I every ono hundred dollats' worth of the I assessed valuo of all property, rea' and I personal, not exempt by law from taxa I tion, situate within the limits of the I City of Laurens be, and the same is I hereby levied, for corporate purposes to I defray the tho current expenses of said I Oily for tho fiscal yoar commencing Jan I nary 1st, 1901, and to meet such other I Indebtedness as has been contracted by I said City for corporate purposes.
