British Cabinet. It may come back
modified, but we see no reason why
Britain should higgle or haggle.

Point, investigating the death of ex

leaving the Institution and his father
claims from rough "hazing." The boys
are the main witnesses and there is
much good reading. It is claimed that
the Seniors poured Tobosco sauco down
his throat and subjected him to tbo
other ordeals to which all Freshmen
must submit, The boys ea 1 tho sauco
?"Hell sauce"?and from a short ac
quaintance with the stuff The Adver
tiser considers it well named. At a
possum supper, young gentlemen, you

The British Parliament and tho
American Congress are at home for the

order may reign till our Legislature

upon mushy and sickly sentiment for
their own re election have defeated the
measure."
The subject being vital we concluded
to hunt up the letter and were inter
ested in tho following "interesting
item:"

shipped from here on Saturday morning
a linn pointer dog to a gentleman in
Augusta, ('.a. He received $50 for It."
And we bog to add that we have
hoard of a Laurens man selling re
contly $300 worth of dogs No; you
can't stampede a South Carolina Legis
lature, contemporary.

Special Legislation.
Section 31 of tb?. Constitution of this
State provides: "The General Assem
bly of this State shall not erntet local
or special laws concerning any of the
following subjects or for any of the
following purposes, to wit:

ficer except that the laws may be so
made as to grade the compensation in
proportion to the population and ne

teeth of this and other provisions tho
Legislature enacted laws making the
compensation of the different counties
to vary, as In many counties providing
tbe Sheriff's per diem for dieting pri
soners at 20 cents?<n othors at 30 cts.
In Spartanburg and other counties tho
pel liera was reduced andShoritT Dean
appealed a ca?e to the Supremo Court
and that Court knocked tho Act of the
J legislature. Into flinders ns uncon
stitutional. The effect Is far reaching
and necessitates much legislation. An
Act was passed reducing tho per diem
in Laurens from 20 to 30 cents and also
