'I he City authorities of Colum bia have requested t.ho papers of t)1(. State to urge an affirmative vote on the Amendment oxoinpting certain oitles from tie- inhibition of the Constitution us to increasing their indebtedness. Those eltlos are Columbia, Charleston, Florence and Rook Hill- Wo should certainly vote for the Amendment, as it enables these eities to own their water work-; plants and sewerage sys tems The vote can'i effect us. The Ot her a me i id me ut is as follows: ? Article i, of amendments to the Constitution. The General Assembly shall provide by law for the condemnation, through proper official ohanno s, of all lands ne cessary for the proper drainage of tho swamp and low lands of this State; and shall a so provide for the equitable as sessment of all lands so drained for the purpose of paying the expenses of such condemnation and drainage. Approved the 10th of February, A. I). 1900. We see no harm in ibis. It is in tended to apply to the vast swamp lands of the seaboard of our State and our own lowlands will not avail much until a way is made (dear for our mountain titreams to reach the sea without ob struction. If other churches do as we.l as those visited he ought to have no trouble. This is a worthy cause and we hope the money will be raised, and the church built, and the congregation at Clinton will then be in good shape. On the'*iy of election the managers must organi/.o by tho election of a Chairman and a Clork. Tho Constitu tional oath must bo taken by each manager before ho can aet, and also by tho Clork. The Chairman elected is empowered to administer oaths. The managers have the powor to fill a vacancy, and if nono of tho managers attend, tho citizens can appoint from among the qualified voters tho mana gers, who, after being duly sworn, can conduct the election. At the close of the election the mana gers and clerk must proceed publicly to open tho ballot boxes and count the ballots thorein, and continue without adjournment until tho samo is oom~ ploted. and make a statement of tho result for each office and sign the same.
