Tho world ovor, especially tho civilized part of tho globo, has had much trou blo with tho subject of intoxicants. Horo wo remark that, all legislation, all laws must be made with regard to tbo gonlus of the poople. Von cannot put upon a free untrammollod people, like South Carolinians, the laws of Germany or even Franco. Tho freo Cai olinian, and especially a man be longing to tho hills of South Carolina, is apt to inquire when his door is dark ened or hi9 castlo entered, by what au thority it is invaded, or rather this was once tho cabc. Tho tamoness and servility with which the dispensary law has been submitted to has been most astonish ing. That Carolinians wore conquered in tho war hot ween tho States,may have modified tiuir manhood. This however may not bj their explanation, Tho whiskey evil is a great evil. Our good peoplo wore willing to try an experi ment. Tho State went into tho business and it Involved millions of dollars. Tho bost men in tho Stato woro not likoly to seek the ollico of handling whiskey. Tbo good men of the Stato aro not forward to handle tho money of tho Stato. Men of broken, falling and dosperate fortunes eouglit the profita ble positions in tho dispensary. Wo havo had murder, blood, and scandal and now we havo charges of corruption in high places, and reproach brought upon tho whole peoplo of tho State ? Wo truBt that thero will soon bo an end to tho matter. Our Legislature has beon called upon at each recurring session to amend tho law, yet the Courts havo successfully assailed it, come in what shapo it might. It looks now like we might havo an ond to tho mattor. A California firm has brought suit to test their right under tho Interstate commercial laws, to soli to individuals in tho State in the toeth of the State's interposition. Wo trust that thero will bo an early adju dication and that we may rest from the intorminable strife. In the mean while, tho shortage on tho part of officials may proccod. All are tired of tho ovorlasting trouble. Experimental legislation should stop. Tho Bible was mado for us; most crood8 wore made for us; tho moral codes wero not Invented by us; wo are not called upon to-day to endure mur der, corruption, and all manner of scandal, by now experiments In legisla tion toset the pace for the world in tho mattor of tho whiskey problem, If we look back ovor tho leadership of tho llttlo State, the record is not encour ing. If we examino into tho recent past, our example and leadership is not eagerly sought. Let us be modest and go slow. No other State or com munity will put it into the hands of a half dozen men to do a million dollar business involving tho credit, and honor of tho people .
