neglected. There is hardly a con
ceivable subject on which somo one of
tho 170 legislators has'nt a Bill.?

cigarettes, we havo hundreds of
"Bills", the Billy Goat excepted. Tho
session will overlap tho birthday of tho
Father of His country, which lsalogal
holiday from llolligoland to Pugot
Sound, and our Solons may rest from
their arduous labors,
Tho Solons aro popular, "out-of
aight." Invitations havo boon oxteudod
to visit Clemson College, and also
Charleston, and tho great bier ships
now boloagurlng that ancient city. A
great flght was made on the Bill to im
pose a stamp tax of 25 cents on a pack
age of clgarottes, but It Is llkoly to bo
como law. One man suggostod that
Jim Corbott, who knocked out Sulli
van, was a cigarette smoker. Hero Is
danger of more work for tho Attoruoy
General and possibly Assistant Counsel.
A stout fight Is being mado all along
the lines against the Stato Collogos,
but likelihood of poor headway. $750
is asked for to repair tho Governor's
Mansion. This socallcd Mansion re
quires annual patching . Tho occupants
are awful follows on window panes and
the Hke and tho keys aro gono whon a
now occupant comes. But tho com
mittee on Stato House and Public
Buildings must have something to do.
The Solons ore to go to Charleston
on free passes to see tho big ships and
Incidentally tho city. They aro to ex
curt the harbor and tho visit will be
on tho 19th Inst. Mr. Cushman of tho
House moved that on that day tho mem
bers receive no pay, but this was killed

A nice question, who should pay the
expenses of the procoduro of forming
new oountlos was raised by tho Bill of
Mr. Miles, of Spartanburg. There
can be no doubt but those seeking new
political segregation should pay tho
exponso and it will bo probably so sot
tied. For sovoral years the public
printing, ono of the most exponslvo in
cidents of the Stato Government, has
been awarded by tho General Assem
bly by private contract. A BUI to
give it to the lowest bidder is ponding,
and this is sound domocracy. It is sug
gested in answer to this view that tho
Legislature is competent to make a
contract, but in fact th ; Legislature
does it through a commlttoe and
three or five men or less In fact mako
the trade. It should bo let out to tho
lowost bidder, that there bo no sus
picion of favoritism and jobbing.
We trust that our criticism'upon our
Legislators is not unjust. Thoro Is a
deal of hard common sense In tho Gen
eral Assembly. Tho troublo consists In
the introduction of many l!l considered
Bills, which aro duly killed, but this
requires timo and entails large ex
pense in printing. We tako groat
\ pleasure in noting that Wallace,
Goodwin, MeDuniel and Smith havo
not crowded tho calendars with bibs
?Plfifcly to see their names perpetuated
on tho .Journals.
Uncle f-arn's armada passing to Char
leston had a hard exporlonco off Hat
terns on tho 5th and 6th of Fobruary.
It was a sovore test of seamanship and

could monopolize tho traffic in dry
goods, cotton and tobacco. Senator
Tillman, howovor, was very manly
in acknowledging that ho assumed
the responsibility of the principles In
