Tillman asked Bill Chandler of N. II. a
question and Bill retorted upon Ben
that lie was a "populist." Senator Till
man denied tho soft impoachment, ex
plaining that he was a democrat. As
they said when the writer attended

who you fool with, Bill Chandler."

Presidont James Monroe, who an
nounced tho Monroe doctrine, was a
Virginian of cavalier descont. Ho
Borved in tho British army and after
wards in tho Continental army. It was
about 1823, when Monroe was Presi
dont, our Government acknowledged
the independence of Mexico, when Eu
rope was just emerging from tho throat
cutting business in which she had been
engaged during tho Napoleonle ware.
The South Amorican dependencies
wore declaring their independence of
Spain and Portugal. Tho European
Slates were hesitating about acknowl
ing their independence, our Govern
ment taking tho initiative. It was in
those stirring times that President
Monroe announced the doctrine that
European States must hands oil from
interfering with. Amorican affairs. In
the course of hie lifo ho hold many pub
lic ofllcos for which ho recoived $860,
000, which was expended largely in
charity and benovolencc. Without a
cent ho retired to privato lifo accept
ing a small county office of his natlvo
ile. Ho died and was buried in
)w York. Subsequently his remains
fcro removed with great stato to Rich
mond and depositod in Hollywood
letory and over thorn erected a bcau

Senator Tillman has introduced a
lill to divide South Carolina into two
Federal Court Districts. This is sur
prising, as it was thought tho Senator
had had onough of that Court, without
doubling It, and bringing it near to
every man's door,

tutionality of tho tax on Stato bank is

ana pronounced constitutional, but it is
believed that the decision may be re
versed by the Court as now constituted.
The Atlanta Journal (no friend of Ben
Tillman) says that that Senator has a
dainty suite of rooms at tho daintiest
hotol in Washington patronised by the
smart set, in New York parlance, the
Four Hundred.
Thoro would be no wars if those who
bring them on had tho fighting to do.
This point has been made of old time
and is not an original observation of
ours.
A case involving the constitutionality
of tho dispensary law will bo argued in
tho United States Supremo Cdurt in
Febuary; Bryan, of Charleston against
and Attorney Goncral Barber for con
stitutionality.
