It will be mandatory to them and they will have no discretion in the matter. Tho convention would probably be called to sit as oarly as May. Chosen at this juncture by a partisan faction tho ma ^j-jority Would be tools In tho hands of extreme factional loadors and tho re sult would be a constitution mado by a half dozen scheming solfish office holders, looking to perpetuuee thorn solves in power and oflioe. Tho loaders now In office have probably hoard of the Mississippi constitution, adopted * recently, and hope to adopt some such scheme .?s its provisions and tlcklo tho people with the protonso of having in vented something to settle tho difficult problems presented by tho conditions in this State and especially as rcsult ----tng -upon tho presence of the negro as a factor in our political and social fabric. But the Mississippi constitu tion is an oxperimont as yot and tho future must determine Its value us a safeguard against the threat to civili zation in that Stato. The negro voting majority in this Stato is probably twenty-five thousand, while in Miss issippi it is*fifty. As wo undorstand the Mississippi constitution It disfranchises all who cannot read and oxplain that instrument. Besides It provides that a Legislature shall only be elected once in four years. It Is well worthy of the largo attention It is attracting. In brlof ho proposes that cotton pro ducers organize a syndicate with ono hundred million dollars with which to control tho cotton crop, end tho man ner of Its being put upon tho markot. It strikes us that thero is a groat donl in what ho says and something ought to bo done. Whilo his scheme involves vast com binations and takes in an Immense ?oi/ritory it may be made practicable, .core should be a cotton association embracing tho whole cotton territory, with a working bureau, with capital at its back, looking to tho confining cotton production with roferonco to the world's wants, and putting it on tho market systematically, and also giving truthful information as to tho condition of the crops and the supply. In no sense can the scheme be re garded as a trust In tho ordinary sonso. Tho product is so large and covers so much ground and so yast u population, no monopoly can ever bo established over the American crop. Without any sentimentality upon tho ^subject of "trusts" wo give our voico for any effort looking to tho capturing of our great staple by speculators at half Its value. W. Ball being tho editor of both papers. As Mr. Ball's name appears at tho hoad of the Advertiser's columns tho Horald strictly and technically speaking, was justified In Its foforonce. It is well enough known in Laurons that the Journal's editor did not write tho Ad vertiser's artlclos opposing tho con vention nor did ho inspiro them, but solely to dispel the ignorance of tho Herald It Is hero statod. It may also bo slated that editorialsaro sometimes written for the ADVERTISER with which Mr. W. W. Ball docs not agree, but with tho publishing of which ho does not care to interfere. Bittorly as Mr. W. W. Ball as an odltor is opposed by tho Herald it is a matter of supriso that even It should intimate that be has "straddled" on any quostiou. Mr. W. W. Ball is oarnostly and cordially-in favor of a constitutional convention. * * On tho motion for a now trial in Bladon's caso, attorney Wilson relied on an affidavit made by a Constable, who overboard tho deliberations of the jury.
