Pope says that the Phosphate Commission was obliged to enter on the Coosaw ten itory in deference to the wishes of our "dear old mother/' the State, as ox pro sud iu ' the Act of the Leg islature of Dec. 28, 1890. Now, ev erybody knows that Governor Till raan asked that a Tillman Legisla ture ho elected, andli Tillman Leg islature was elected. Now, every body knows that Coosaw has been Governor Til I man's meat for some four years; so it is out of all reasou to put the responsibility on "our dear old mother,'-' as Attornoy Gen eral Pope so tenderly denominates her. Gov. Tillman will not shirk the responsibility, and if he pulls our "dear old mother" out of the Coosaw soup, Gov. Tillman will be ontitled to the glory. The old State will float, and has been in deeper water than Coosaw. Nev ertheless, she is a corporation with a soul, and tenderly appreciates the endearing terms in which her affectionate sons do oft time speak of her. Spoliation Claims. During tho last decade of the eighteenth century, tho Irench wero making war generally, and among other enlivening entertain ments warred upon American .ships and shipping. American merchants suffered severely. The United 8tates subsequently under a troaty with France, assumed the payment of losses to her citizens. For throe generations tho payment of these claims ha? been pressed upon Congress, and now nt thin la>to d?y tho 51st Congress makes an appropriation to meet them. It is understood that descendants of claimants in South Carolina get about $600,000. Descendants of John Hunter, formerly a Senator in Congress from this County, nro among the claimants through a brother of Senator Hunter, a Bos ton merchant.
