KLOBBN08 COUNTY,
The people of the eastern section of
tho Stab* havo long been considering thu
;,..tier of milking a new county with
florence for ita eulin ty-seat. Tho propo
sition to make this ohuugo has been fin
bodied m a bill introduced m the House
several days ago. Pending notion on the
measure, much pains wa? taken by its
advocates to present it fully to the im ic
tiers; so that most of them were fillip in
possession of tho fact? of the case before
the bill came ni? 'll House. Tho dis
cussion on the iloor was left, seemingly
by common consent, to tho delegations
from tho thrco counties actually inter
ested. These wore divided as follows:
The Minion dologation was solidly in
laver of it. and the WUliamsburg dole
. gatton solidly against it. Of tho Dar
. luigton delegation Mosers, Kershaw aud
Duboso favored, and Messrs. King und
liird opposed it.
Arguments wore mudo for th.; bill by
Messrs. Bighatn und Norton, of Marion,
Wilson, of Sumter, and Duboso and
Kershaw, of Darlington, and against it
by Messrs. Bird ?nd King, of Darling
ton, and Chandler, of Williamsburg.
This exhaust? d tim local discussion. Tin
only two outsiders who took ta rt were
Pr. Popo, ol Nowberry, who favored tho
bil), and Col, Thomas, of Richland, who
opposed it. About two hours wore con?
i urned in tho debate.
A voto waa tuen taken on tho motion
to strike out tho enacting wonts of the
bill, and resulted-yeas 52, nays iii.
Mr. Chandler, of Williamsburg, made
an attempt to get Williamsburg "taken
ont" of thu bill, but it. failod on a di
vision-."id to lb-and the work of
amending commenced. A good deal of
entangling parliamentary practico was
involved in amending tho bill, in ooufo
t|uenoo of the radical character cd tho
proposed amoudmcnts to tho bill under
consideration and the fuel/ that these
wer - not printed.
A motion was made to adjourn tho
debato and print tito amendments, but
th?! House refused to do SO. A provision
was inserted naming L'iorouco as tho
county nerd, provided the town will
furnish all tho county buildings, wi tit an
udditionul proviso Hint if ono lui aired
freeholders of the m v county shall ob?

ty is lo bo attach, d lo tho Otb Congres
sional distriot aud tho Ith judicial cir
cuit. Tho apportionment of representa
tion in tho Legislature is mad;- as fol
lows: Florence'J, and Marion, Williams
burg and Darlington 3 ouch.
After finishing tho amendments a mo
tion to table a motion to reconsider tho
the vote was adopted. The bili bas .-ince
hud its third reading und gone to tho
