Our state is now at a loss to know exactly bow to dispose of the convicts. Free labor on thc one band demands that they shall bc kept out of tarins, and economy de mands that they bc kept at work. We believe that tho very wisest j course to pursue, is to allow com- j m u n i ties to have streams in the State cleared of all obstructions by these convicts. Owing to thc pres ent system of free labor in this country, and tho nature 'of tho work of clearing streams, wc soo this matter neglected, from year to year. Lands aro rented for a sum of money and as little work .is thc renter cnn do in erder to make a crop is done, and thus streams are not cleared. We have statutes enough to compel nwnors of land to do this work, but thc statutes have never yet removed a iojjj from Little River. Now lot us have con victs.
