St. Petersburg, Feb 23 ?uThe
war will end in AugURt or September,
in, the complete defeat
of the Japanese," said to the
Associated Press, a high authori
ty in intimate touch with the
Russian war plans, whose opinion
can be taken faithfully to reflect
^ the belief in the highest official
quarters. He added :
"IIow the Japanese can hope
to succeed when our army in the
East is strengthened to a point
equal or superior in numbers to
that of our adversaries we are
honestly unable to comprehend.
It will not be difficult to place
two, four or even six hundred
thousand additional men in the
field, if necessary. When our
fftrcfla ara (inn/>on(roto^ ?

ready they will finish by driving
the Japanese into the sea.
Frankly, it seems to us that the
Japanese either have utterly
failed to appreciate Russia's resources,
or have counted on the
aid of Great Britain or the United
States, neither of which ever
contemplated becoming involved.
So far as Great Britain is concerned
we do not believe any
hallucination existed there. We
think the British statesmen who
(lid so much to push Japan into
war, realized that with Japan's
defeat they would accomplish
two things for Great Britain?
first, to give Russia a ?check, for
of course, the war must impede
eur progress temporarily; second,
to cripple Japan's maritime power,
which was beginning to he
greatlp felt in the Pacific.''
It can he said with the utmost
positiveness that Russia will
her time. She will act on the!
defensive until she feels confident!
that her weight of numbers will
leave no doubt as to the result.
Reinforcements are going forward
at the rate of 3,000 per day.
l'robably some time will- elapse
before Russia feels fully prepared
to assume the offensive.

"Early on the morning of the

by some torpedo boats to the
entrance of Port Arthur for the

Facts About Hermit Kingdom
Korea, the bone of contention,
is a small state with an area of
82,000 square miles and a population
of 5,600,000 It is governed
by an emperor, and normally
independent, but for ten years a
struggle has been in progress be

of it. The Japanese have the
right of maintaining a force of
1.000 men to protect the telegraphs
there, which are their
property. The Russians have
obtained concessions in the north,
on the hanks of the Yalu, and
are reported to have fortified
Yongampho.
The stragetic importance of
Korea is great. The country is
only 115 miles from Japan ; from
it Japan draws a great part of
her food supply, and to it she
sends her surplus poputation. It
has two fine harbors. Both have
been coveted by the Russians.
Korea has an army of 17,000
men. The standing army now
consists of about 17,000 men
with European methods. In 1898
it was taken in hand by a Russian
colonel with three commissioned
and ten non-commissioned
officers, who retired, however, in
1898. A royal body guard of

Yawning Faith Causes Huin.
Scranton, 1'a., Feb. 20?One
of the most extensive cave-ins
that the northern anthracite coal
regions have ever experienced
occurred in West Scranton early
today. It was caused by the set
tling of the surface over a vein of
the Belleuve collery. The cavein
has affected an area of about
40 acres. Several houses have
been wrecked and many families
have hurriedly removed their
household goods to places of safe
ty.

shoatly alter midnight the residents
became pane stricken and
rushed from their houses. There
are about 200 houses in the district
affected. Some are completely
wrecked, others are out
of plumb, while nearly every
house in the territory is twisted
so the doors and windows can
not bo opened.

Boltimore, Md., Feb. 19.?The

The estimated total ol salvage is
$1,769,702, which leaves a net
loss to the insurance companies
ol $31,095,132. It has been
learned that many of the large
wholesale dry goods houses
formed an insurance pool among
themselves which amounted to
about $5,000,000, from which
practically nothing will bo realized.
Another development is
that very few of the tenants 01
the so called fireproof buildings
carried any insurance.
At the Chamber of Commerce
today merchants reported a
cheerful outlook lor the wholesale
and jobbing houses, with a
surprising amount of business
coming here, especially from the
South.
