SOME OF THE NEW LAWS.
^ .Matters at Mineral Interest
Which Were Enacted.
While there is an absence of
q anything like radical or strong
legislation, many of the new laws
are of general interest. Baby
carriages are now legal baggage
and must be recognized as such
by the railroads. Steam ferries
toiiat provide ".Jim Crow" compartments
as well as railway
companies. If you leave an abandoned
well open it will cost you
ten dollars. All municipal charters
are perpetual unless declared
otherwise. "Malicious,
wilful or mischievous interfer
ence with a tire or police signal"
system is punishable by imprisonment
in the penitentiaiy or on
the chaingang for not less than
three or more than ten years, or
a fine of $200 to $500.
Private banking institutions,
as well as those under govern
0 ment and fcstate control, must
make quarterly statements of
their condition by publication in
^ a newspaper. The crime of as
- sail 11 with intent to ravish is
punished by hard labor for 30
years in the penitentiary.

200 pounds of baggage must be j
carried free for each ticket. For-1
merlv the limit was one hundred
and fifty lbs.
Veterans (either soldiers or
sailors)of the War Between the
States may expose or sell through
the streets as "hawker, peddler
or butcher any goods, wares mer
chandise or meats," without a
license of any kind. Proof must
be made that he is a veteran and
he must receive exemption from
the .city clerk.
ISo more shad can tie shipped
out of South Carolina. This is
punishable by $100 or .'10 days
imprisonment. The railroads or
boats or any common carrier
handling any tor outside points
will be lined not over $100 for
each offense.
Fiftv cents must be paid to the
State for each dog by his owner.
* This tax will be given to the
school fund. It has nothing to
do with the city taxes on dogs.

The act reads : "Any person convicted

money or other valuables, with

Senator Tillman Differentiates
Them Into Three Classes
Washington, Feb. 20?After
the vote on the Panama treaty
in the senate today, consideration
was begun of the agricultural
appropriation bill. More
than two hours were consumed
in the discussion of an nmniwl.
rneut making an appropriation
for experiments in stock feeding,
against which a point of order
svas made by Mr. Lodge and snstained.
The point was finally withdrawn
and the amendment adop
ted. Mr. Tillman protested
against the ruling on Mr. Lodge's
point of order without submit
ting it to the senate, at least he
said, until he could have an opportunity
to say something about
farming, which, he said, 4 Is the
only busiuess I ever made a living
at." lie continued in defense
of the secretary of agriculture .
and said he should be given the
means of carrying out "this work
which is necessary." Mr. Tillman
offered another amendment to
permit the importation of new
breeds of animals. In closing he
said Senator Teller had given the
wrong definition between "an
agriculturist" and a "farmer."
He said a farmer worked with
his hands and an agriculturist
with his moulh and that there
are too many agriculturist in the
senate.
Tragedy Averted.

Three Million Dollars Lett to
Family
Cleveland, Feb. 23.?By the
will of the late Senator Marcus
Alonzo 11 anna, probated today,
an estate valued at about $3,000,000
is left to the family.
There are no public or charitable

beneficiaries are the widow, Mrs.
Charlotte August Hanna; the
son, Daniel Rhodes llanna ; the
two daughters, Mabel Augusta
Hanna Parsons and Mrs. lluth
McCormick, wife of Medill McCormick
of Chicago.
A sister, Lillian C. Hanna
Baldwin, is given $10,000. An
aunt, Mrs. Helen Converse, is
given $1,000. and each of the
grandchildren $5,000 each. The
widow is given the homestead
property.
The estate is to be divided into
three equal parts. The first third
was left to Mrs. Hanna, to remain
as her own during her natural
life, and at her death to be disposed
of by the trustees.
The remaining two thirds is to
be divided into three equal parts
and divided among the three
children, share and share alike.
But the shares are to be held in
trust for the children by the
trustees, who will conduct the
affairs of each anil give to them
the income from each part. Dan
Ilanna, Mrs. Hanna and L. C.
Ilanna are appointed trustees.
