He it ordained by the Mayor and Aldermen of the Town of Lancaster, 8. C.,irt Council assembled, and by the aiit liority of the same, to provide for supplies and necessary expenses of t he town. J Section 1 That the following taxes be and are hereby levied for the fiscal year 1H04, that is to say: 1 1st A tax of fifty cents on each JlOO.00 of tlie value of all real and . personal property within the corpo- ' rate limits of tlie Town of Lancaster, S. C., due and payable between the first and thirty-first days of Novem. i ber, 1004, at the olllce of the Town Treasurer; and all taxes due and remaining unpaid on the 1st day of December, 1004, shall be subj et to a ] penalty of 15 per cent for the nonpayment of taxes when due. The charges for licenses in any business not enumerated in section one of this ordinance shall be determined by the Mayor. Section 3. That whenever in this ordiance the term dealer s used, the same shall irictnde not only the principal, but, in hi*, her or their absence, shall include any agent, clerk or employee managing t he business respectively referred to,and generally where a license is herein imposed for the carrying on of any bu-iness and the same Is carried on by any agent, clerk or employee, such agent, clerk or employee shall be subject to the penalties herein imposed, should the said business be carried on without taking out su'.h license in the same m?nn?r as if he, she or they was or were the proprietors of said business. Section 4. No license shall be transferred from one firm to another, except with a sale or transfer of a stock of K<>ods, shop outfit or machinery,and then only on the endorsement, of the Mayor. Section 6. That it shall be unlawful to carry on any business, occupation or calling during the year 1904 as set fourth in this ordinance, without llrst j paying to the Town Treasurer, the, licen. e tax for said business, occupation or profession, who shall issue to the person, firm or corporation so pay ing a license a receipt therefor, which shall entitle the saut person, firm or corporation, to carry on said business calling or profession within (tie corporate limits of said Town f r the tiscal year endingDecember 31al 1904 seonon u. Ide Wheeler that lie was a defalter to toe amount, of $20,000 and pos sibly more. Most of the money was lost at the race track. Mr. McKowen has been suspended by President Wheeler and placed under arrest by tiie local author ities. Secretary McKoweu's arrest followed the discovery that he had attempted to pay a racing debt with a check for?l,160 made out to him personally by Mrs. 1'hoebe lit arnt.
