The House passed the measure
appropriating money to pay the
expenses of the president's strike
commission, but it was generally
agreed in the debate that the
president, in constituting the
commission, had departed fioni
the strict lines of his constitu
tional boundnrios. The appro
priation was made more in the
spirit of fair dealing with the
commissioners who had accepted
! the president's charge, and be
cause of a natural and proper
disposition to spare humiliation
to the chief executive of the nation
by the refusal of congress to
pay the expenses of a board con
stituted by him in honesty of intention
and for the best interests
of the country rr he saw them.
It would never have done to refuse
the appropriation, but it ip
very well that the expressions
made showed how the president'*
extra official act is regarded by
the representatives of the people.
And it is very interesting to note
that the chief defenders of the
president's act were members of
the opposition party. Is it possible
that the Democratic party
is going to let its traditional
policy of strict regard for the
constitution pass to the Republicans
along with sound money and
expansion and some other points
it has let flip across in the past
few years ??Charleston Post.
