SENATOR TILLMAN MAKES A
STATEMENT.
Explains Position of Minority on
Philippines and Cuba.

When Senator Tillman, who is
hero attending a meeting of the
Clemson board of trustees, was
asked this morning for an interview
regarding his attitude in
the senate in reference to the
Cuban, Philippine and Charleston
exposition matters, he was
disposed to be contemptuous
and indifferent, saying he was
tired answering the jokes and
attacks of those daily papers
which had always opposed him
and whose stuff the people of
the state seldom regarded seriously.
Porliaps the fact that
the man of the pitchfork lmd
not then breakfasted had some
influence on his naturally gentle
disposition.
However, after reflecting that
the people of the state might
want some information, the
senator consonted to talk some,
though briefly.
"The question of why the
Democratic minority did not
resist the Cuban and Philippine
amendments has been set forth
very clearly in the congressional
record. It is not to bo wondered
at that these newspaper
editors have taken the wrong
view, as the}7 depend on the
Associated Press synopsis which
is very meagre necessarily, and
often colored to suit the Repub1
icans.

Democratic senators there was a
hflereuce of opinion as to the ad
.usability of filibustering. The
Philippine amendment w:is al

is any such scheme could be made
atislaotory?by prohibiting the
; ale of land, lumber, mines, etc.,
and forbidding any permanent
ranchises, so that carpet baggers
/ho may be sent there to administer

"3o far as the Cuban amend
nent was concerned, the minority
/as hampered by the tact th*t

.Messrs. Money and Teller, and
i he latter was the author of our
Cuban war pledge, has acquiesced
in a large measure with the proposed
legislation. They had also
sicured a much more moderate
and satisfactory programme than
had originally been proposed by
the Republicans, and win' 5 not
entirely satisfactory they assured
us that the Republicans in an
t-xtra session where they would
have a free hand would he still
iore exacting in their demands
"The Democrats and llieir allies
among the Populists and Silver
Republicans were, therefore con
fronted with this situation: The
next congress, being overwhelm
i igly Republican, with larger
majorities in both branches, could
bo relied on to do Mr Mo Kin ley's
(lidding, and in addition to carry
ing out the original programme
in regard to the Philippines and
Cuba, there was almost a certain
tv that it would have passed the
ship subsidy bill. For in addi
lion to this a protracted filibuster
rinsing an extra sossion would
have given them an excuse to
change the rules and provide for
closure. As it is Senator Piatt
has introduced a resolution look
ing to such a change. I think it
won't be carried now, but it
certainly would have succeeded
if we had acted as my critics
desired.
"So we as a minority had to
consider whether we could ulti
mately resist the proposed be
trayal of Cuba and exploitatioi
of the Philippines successfully
!in the extra session, and it ap
:peared wicer to fully expose tin
two amendments and then allov
a vote.
"I did what I could," sab
the senator, concluding as tin
breakfast bell rang, "in a legit
imate, decent way, to get tin
appropriation for Charleston
; and there was practically in
, opposition in the senate. Tin
