The South Carolina Cold Demo
crata to be "It."
Special to Atlanta Constitution
* Charleston, S. 0. Feb. 23.?Ac
cording to statements made hor?.
today by men closely associated
with republican leaders and poli
ticians, wholesale changes art
planned for the big federal oflicet
in |South Carolina. Behind thi
whole thing is the policy of the
president to get more representative
men on the republican
Bide, and serious consideration
will bo given to the [appointment
of gold democrats. The rumor
has gained such circulation here
as to cause uneasiness to many of
the present office holders, and if
ttie plans are carried outj the axe
will begin to fall early in April.
It is said that nothing will be
done before that . time ; hut
when the move is onco made;
the work will ho rushed until
the programme now being mapped
out in Washington is concluded.
A straw hold out in
favor of the present holders is
that the terms are not yet finished,
although it is said that
this will be merely a detail to
be overcome by the republican
leaders, who will undertake to
fill tlio host offices in Souih
Carolina.
Interesting in this connection
is the report that Senator John
t, VfpT.ftnrin n-11 > f 1 ?.
ill) IT livog 1 1 M iiun ?I t
titude to the McKinley administration,
has caused him to be
severely criticized at home,
will ho given a judgeship by
McKinley, which will hold good
for life. Tho statement is even
made by men, who claim they
know whereof they speak, that
McLaurin will be put on the
bench in the district of Columbia,
as a 'vacancy will shortly
occur thero through the reaching
of the age limit by a judge
now holding ollice. In connection
with this rumor, there is a
prevailing opinion in Marion
county, near tho home of '.Senator
McLaurin, that he will not
he a candidate for re-election to
the senate two years hence, and
his home friends believe he
will he handsomely cared for by
tho president. Nearly two
years ago Senator McLaurin
had his eye on what lie thought
to he a probable vacancy in
South Carolina, although this
did not follow, and it is now
thought that ho will ho given a
judgeship away from homo.
The report that ho was to ho
taken in for the District ol
Columbia seems to lend support
to the common talk.
If the South Carolina plans
are (carried out, Senator McLaurin
will have a leading
voice in Jthe appointments for
this state. 11 is advice will ho
accepted by tho president, and
it is believed that he will have
a powerful influence in the new
appointments.
There will be a general shake
lip in Charleston, according to
tho present understanding, and
one of tho first changes is expected
to be made in the district
attorney's office. It is
c >rnmonly belived that Capt
John O. Capers, who went on
the campaign last summer in
Hii..
aid of Mclvinley and Roosevelt,
will be made district attorney
for South Carolina, and his
most intimate friends say that
he will take charge not later
than July. While there is no
fault to be found with the administration
of District Attor
fcovuey Lathrop, it is said that
ho has to give way to Capers,
as Capors is to he rewarded for
his hard work in the campaign
Mr Capers is a brainy young
lawyer, the son of Bishop Ellison
Capers, and there can be
no objection to his appointment.
Colonel R M Wallace, colector
of the port of Charleston, is
~ said to bo dissatisfied. It iunderstood
that he wants more
salary. Colonel Wallace did
not take the appointment bey
cause he wanted a job because
he is too well fixed at his home
in Sumter. The place was pract'
ically forced on him. after th<
fiasco of the Tolbert administration.
The republican party
s got into much disrepute on nos
count of making Tolbert collector,
and he bad to be fired for
hidingcontrabrnnd liquor in the
the store room of the custom
house, Tolbert was the man

from being detected in the concealment
of the stuff, but the
ruse failed, and tlie president
picked him out of the office.
, Colonel Wallace would not re.
I grot to move it is said.
Postmaster George I Cunning,
ham is said to bo after the office
, of I'nited States marshal, held
now by Lawson I) Melton. Cunningham
prefered this place to
1 postmaster, but he failed, and
the postmastership was given to
1 him as consolation. Melton
1 does not want to retire from the
; postoftice aid take the job This
will lead to fighting inside the
party, and wll make the trou'
hie all the we nwr. Both the
postoffice am the marshal's
1 office are on the list for changes.
It is expected that a change
will likewise be made in the
office of internal revenue, now
hold by Colonel Webster. All
negroes holding office in Charleston,
subordinate position included,
will he removed, and the
administration will endeavor to
get in better graces in this state
by giving the pick of the plums
to "McKinloy Democrats."
This is what they call themselves.
There are other chances which
are said lo he slated, and the
chopping of heads will begin
ftccordi ng to the source of tininfonn.ition.
oarly in April. Tin*
general opinion is that. removals
will follow tbo second inauguration
of President McKinley.

In regard to Mrs Carrie

the interesting statement

that "Nic Chiles will he the
