Mr. Stone's Bill Passed the House Yesterday. AUA1N8T CARRYINC FIRKARMS. Tho House Killed Mr. Bacot'a #Biii to Prorlde tor the Appointment ol Mate Librarian. The houuo yesterday passed Mr. Stone's bill to allow all < n W vicls wiiose sentences are not over 10 years to be used on county chaingangs. The house had a few days be-1 forli* passed Afr. Weston's xbill toj permit convicts in city jails to be j leased to the county authorities. Tlioro are two more propositions to bo disposed of?that to sell the State farms, and that to stop the lease of convicts to private parties. Tho house killed Mr. Bacot's bill to provide for the appointment of State librarian by the governor; Mr. 'Durant's bill re lating to the proper return of property for taxation, and Mr. Dorroh's to limit to five days the time for recording mortgages, ? etc. Just before adjournment the child labor question was given a J little touch. Mr. Weaton's bill,! the compromise said to bo agree- i ablo to tho State Federation of Labor, had in somo way gotten on the calendar with an unfavor-. .able report. lur, vjrum moved to recommit tl.o bill. Mr. Weston did not happen toj he in the hail, and Mr. Hucker usked that as a courtesy to Mr. Weston iho bill bo nor reeomniited. It was contended that the house had a rii?ht to dispose of the motion in the Jibsonce of Mr Weston. It keeps the committee from regaining pos sion of the bill, and it places the bill on the calendar as unfinished business and having precedence over everything else except third reading hills, which are always acted first. This means that the child labor question- will in all probability be discussed Monday. TIIK DAY'S WORK. The house accomplished a good deal of work yesterday, kill: g the throe bills referred to ? Mr Hacot's, Mt Dorroll's and Mr. Durante?and passing to thie i rending ] 1 others." Mr Cooper's bill against carry ing tire i i?i was passed?quite a vkfevy for the hi 11?t>ut as an: ided it reads rather roughly. There was only one third road ing bill on the calendar and a last fight was made against it. This was .Mr Richards' hill to exempt graduates ot the Charleston Mod ical college from examination ho fore the State board. Mr Wingo moved to recommit thet.il!. Mr Richards saw.no use in re commiting the bill. It has been before the house a week and its provisions are now well known. Mr Rucker defended the bill, and his colleague, Mr Ashley op posed it. Mr Ashley voted for it last year, but had since seer, danger in it. Mr Hardin said that ho would over raise his voice and ever cast his vote against any bill which would show discrimination ho tweon the young men of South Carolina. Mr Stono said that yesterday 100 votes had been cast and the > '11 passed second readimr. It would he unfair now to take n vote on the measure as so many mem bora are absent. Mr Mayson said ihat that it would bo a reflection upon the house to recommit the bill at this sfape. l&r Win go spoke very earnestly Jot's Dot? u voro, sr ;ii U. RECORDING MORTGAGES. The next bill taken up was Mr Dorroh's to reduce the time ali lowed for recording mortgages from 40 to 5 days. Mr Spears moved to strike out tho enacting words. .Mr Dorroh spoke in favor of tho hill Ho hull i ri f rrwl . ? ?. ? ? k >/>* H W'4 IV av the request of the Greenville bar. The 40 day limit I now stands admits of too much fraud. Mr Wilson said it would be a i hardship on the people in the coun ry to have but five days in which to go to the court house to , filo their papers. Mr Strom said it would require i man to k :ep a "mule and a nigger ready to go to the court hoiue'' at any time. Mr Spears said that the people) understand the general law, and j it. would create confusion to! jchange it. Furthermore, the bill would not prevent fraud, lor a party, if on fraud intent, would commit the fraud within five days ! as well as within forty. Mr Cooper thought fiyo days i too short a time and 40 days too. long, lie favored an amendment! making 20 days the limit. Mr Kinard said that people | in the country who rake papers ; do not like to s *nd to the courthouse every timo a note is taken. He moved to indefinitely postpone the bill. This was carried .and the bill was killed. The following passed second reading without discussion : . Mr Racot's hill to allow Laurence Malone and others to traverse the proceedings for escheat of the estate of Thomas W. Malone, Mr Spears? To declare the | correct reading of section 7 of |tlio act of 1900 relating to as-1 Bessmont of railroad property) which had boon off of the tax hooks. The judiciary committoo's bill to cede Beach avenue, on j Sullivan's Island, to the United States government for military purposes. Mr Johnson's bill to provide! for the incorporation of cities of more than f>,000 inhabitants. Mr Lock wood?To abolish the charter of Port Royal ferry. MrMLSmith? To require bond or master of Kershaw county. Mr Butler ? Relating to drawing two sets of jurors in Cherokee county. Mr Brice, senate bill?To amend the art creating the school district in Yorkville. Tit K CSK OK FIR HARMS . There was a general fight over the bill of Mr Cooper of Laurons to regulate the sale, mar ufuctur-? and carrying of firearms. The hill prohibited Ihe carry ing of pistols, concealed or tx posed, less than 30 inches in lenght and weighing less than three and a half pounds. Mr Cooper answered a number of questions put to him by mem-1 bers of the house. He had care fully considered the constitution ality ol tho liill and had consulted j members of the circuit court. These had all told hini that I he hiii in constitutional, arid does not violate the fundamental j rigm 01 nuzoiis w> near firms. Mr (ralliicliat taw merit in tin* bill. It is constitution d. Mr J C Robertson favor?d the Kill. Ir would keep ruffians from goinx to town salosdays with pistol- strapped around them. Nobfdy hut "niggers and cowards carry pistols." Mr Boamgtiard spoko in its support. lie wanted to offer an amendment that a man could carry a pistol on his own preni ises. Mr McGowan favored the hill. Mr Kpear* opposed the mess lure lie refuted the charge that nobody hut cowards carry pistols Brave man aarrj lh?m La proVj ? ' / ENTE EEKLY. [ESDAY, JANUARY 3 tcct their persons. As a magistrate, he ha<l been forced to ten tence people tor carrying concealed weapons, and ho had always done so reluctantly, knowing that the informant was prompted by prejudice. The bill in question will create a regular system of espionage. Mr Sinkler end Mr Hardin favored the bill. Mr Sinkler, who had introduced a bill to this efFect two years ago and had investigated the constitutionality of Mr Cooper's bill, pronounced it sound. Mr Frascr said that the bill had been reported unfavorably not to sanction tho carrying of weapons, but togivolaw abiding citizens a chance to protect themselves against those men I who carry weapons concealed, and will continue to do so. There are cases of dire necessitv, when a man must arm himself,! for instance, when a mad dog is! going around, or in the case of' a county treasurer or other such j man carrying large monies. Mr Cooper explained that thol presiding judge could throw out the case if it be shown that circumstances justified. Mr Iv R .V Uohinson said that a pistrl m one pocket and a bolt! of liquor in the other was a bad combination A nmn with two arms and two legs dott't. deed a pistol He can fight or foot it [Laughter]. Mr.I (' Robertson maintained hi- statement that nobody hut a coward carries a pistol habitually. The man who continually carries a pistol must be terribly afraid somebody is going to hurt. Mr Morgan said that this hill would strengthen the law against concealed weapons. Mr Weslon said that all nieas nres against this evil had fallen slu rf. lie believed in absolute prohibition of the sale of pistols. This hill would force people to go to a great deal of trouble to get t hern. M 1 v 1 * iwr I'orron opposed the hill because the people who now carry pistols concealed will continue to doit anyway, and good citizens will no: he allowed to carry them in n\y way. Mr. Kiehardson said the bill is not a!t-.^' '.her perfect, but some features ot it were excellent. Mr D>ld of Spartanburg made quite a speech in favor of the bill, lie touched up lawyers a little bit in bis remarks. The vote, on the motion to strike out, resulted 30 to 05 against the motion and in favor 01 the hill. TilKtiK KILLED. The house then acted upon Mr IhiranTs bill to secure better re turns for taxes and collection o! same. Mr Durant explained the provisions of the bill. However, it had an unfavorable report and was killed.
