be held next year. Hut the
house is to be heard from yet.
It may cut the amount down
some, but we hope not.
The window glass in the front
of the dispensary have been

scrutinizing public shut out.
T.iis is a public institution and
people are wondering why they
should not be allowed to look in
on its workings. If the law
against such screens in barrooms
was wise, certainly the State'n
dispensaries should be open to
lull view.
It seems likely now that wo
will soon get rid of part of that
expensive nuisance of putting
revenue or war stamps on all
kinds of business papers. At
least a bill has been introduced
in Congress to reduce the tax
about $40,000,000, and, if it
passes, it is to become law thirty
days later. .Just what the reduction
will be does not yet ap
pear. In his recent message,
Mr. McKinley recommended a re
duction of $30,000,000, but tbe
bill as introduced provides for an
estimated reduction of about ten
millions more than that.

The Preaideiit Opposes It.
The Washington correspondent
of The News and Courier write*,
to his paper hb follows, concern 1
ing a question of vital importance
to several of the southern states :
President McKinley declared
himself today as opposed to any ,
proposition looking to the cutting
down of the representation of
those southern states in which '
there have been adopted laws or
constitutional amendments de
signed to restrict the suffrage by
eliminating the ignorant vote.
It has been known to those close
to tho president that he would
not favor any of the attempts to
punish the people of tho south
for this sort of legislation which
have sprung from the disordered
minds of partisan Republican
Congressma 11, but it was not un
til today that he pave open expression
to his views. Senators
Daniel and Martin and Representatives
Otrey and Swanson, all of
Virginia, called at the While 1
[louse this morning to pay their 1
respects to the president. The 1
usual greeting had hardly been I
exchanged when President McKinley
brought up the subject ,
himself. He did not say much, (
for a great many words on the
subject wore not necessary, but
what he did say was decidedly to
the point and gave great satisfac- 1
tion to his auditors. He said ho
was not in favor of any movement
to cut down the representation '
in congress of the southern states 5
which had felt impelled to put in 1
to effect these restrictions to the I
ballot. There might bo abuses i
growing out of conditions in the i
south, but he felt these would in ]
time rectify themselves and that ,
the people could be reUed upou
to do justice, lie did not go into
details to any extent, but he did *

statement is an open declaration

but these efforts have the sym- (
pathy of neither the president nor
other Republican leaders.
