?Thieves have been getting
in some more work at tlie expense
of Mr Eli Oaskey. Sunclay
night last ho was aroused
by the squalling of his chickens
and got up, took his gun and
went out to see what was the
matter. When he went to put
on his pants next morning he
missed hi6' pocket book which
contained $10. lie thinks that
the thief slipped into his room
and stole it wh'le he was out
looking after the chickens. Wednesday
night another raid was
made 011 him and some 400 lbs.
of seed cotton was stolen from
his premises. They tracked the
thieves in the direction of Will
Twitty's house, but upon maksearch
they failed to find the
cotton.
The Colored Fair.
The colored lolks were much
in evidence here yesterday and
day before, the attraction being
their* fair. Mayor Thomson, in
response to the invitation of the
management, delivered an ad
dress of encouragement. Senator
Hough, who had been invited to
go down in the carriage with the

sponded with a very appropriate
speech. The street parade both
days was very creditable to the
race.

Magistrate Csskey turned over
yesterday to the county treasurer
$11300 for the quarter ending
September 30. Mr. Cs returns
to the county have averaged more
than $100 per month for the past
twelve months. Besides the $1 13
his court has furnished the county
chain gang twelve months labor.
This makes his corut more than
self sustaining, the fines and penalties
being more than sufficient
to pay the magistrate and his
constable.
Contract Let for Lancaster'*
Million Hollar Mill.
The contract for the new mill
building of The Lancaster Cotton
Mills has been let to Messrs. T.
C. Thompson & Bros., large contractors
and builders of Birmingham,
Ala. This is a big job and
will require 4,000,000 bricks,
about half of which have already
been made. These gentlemen
were the lowest of about fifteen
bidders. The building is to be
completed by the first of next
April, with a daily forfeit after
May 1st. The contract for the
operatives' houses will be lot
later.

will be held at the several preoinots
established by law in Lancaster
County, on

Assembly, Supervisor, Sheritr,
Clerk of Court, Coroner, County Superintendent
of Education and Solicitor.
Pursuant to the Constitution of
South Carolina, and the terms of Joint
Resolutions No. 340 and 341, approved
February 10. A. D. 1900, [ Acts of South
Carolina; pp. 570 and 571], an election
will also be held at the sam? time and
place for amendments to the Constitution
of South Carolina, as follows :
Amend Section 7. of Article VIII,of
the Constituaion of South Carolina, as
follows: Add at the end thereof the
following words. "Provided, That, the
limitation imposed by this Section
and by Section 5, Article IV, of this
Constitution shall not apply to bonded
indebtedness incurred by the cities
of Columbia, Kock HillJ Charleston
and Florence, w here the proceeds of
said bonds are applied solely for the
purchase, establishment maintenance
or increase of water w orks plant, sewerage
system, gas anil electric light
plants, where the entire revenue arising
from the operation of such plants
or systems shall be devoted solely and
exclusively to the maintenance and
operation of the same, and where the
question of incurring such indebted|
ness is submitted to the freeholders
i and qualified voters of such municipality,
as provided in the Consitution,
[upon the question of other bonded inj
debtedr ess."
Amend the Constitution of South
| Carolina by addiug thereto the following
to be known as "Article I of
Amendments to the Constitution":
"The General Assembly shall provide

proper official channels, of all lamia
necessary for the proper drainage of
the swamp and low lands of this State;
and shall also provide for the equitable
assesment of all lands so drained,
for the purpose of paying the expenses
of suoh condemnation and drainage."
The said Amendments shall be submitted
in such manner that the electors
qua titled to vote for Members of
the House of Representatives shall
vote for orjagainst each of such amendments
separately.
Amendments should be on separate
tickets. Rallots in favor of tne ad >ption
of an amendment, should contain
the amendment voted upon in 1 till,
followed by the word ''Yes"; ballots
opposed to the adoption of an amendment
should contain the amendment
voten upon, followed by the word
"No."
Polls at each place will be opened
at 7 o'clock A. M.

On day of Election the Managers
must organize by the election of a
Chairman and a Clerk. The Constitutional
oath must be taken by each
Manager before he can act,and also by
i the Clerk. The Chairman elected is
i empowered to administer oat hs.
The Managers have the power to All
| a vacancy, and if none of the Manaj
gers attend, the citizens can appoint
from among the qualified voters the
Managers, who, after being sworn,
can conduct the election.
At the close of the election, the Man]
agers and Clerk must proceed publicly
to open the ballot boxes and count
the ballots therein, and continue without
adjournment until the same is
completed, and make a statement of
the result for each office and sign the
same. "*
Within three day# thereafter, the
Chairman of the Hoard, or some <?ne
designated by the Hoard, must deliver
to the Commissioners of Election the
poll lists, the boxes centaining the 1 allots
anil written statements of the result
of the election.
