The People Hard at Work to Restore their City.?Proceedings ot the Relief Comni i t tee?Co 111 p u I sory Labor to Bury The Bead. Galveston, Texas, Sept. 12.?2 P. M.?Via Texas City and Hous ton, 0 p. m.?At a meeting of the relief committe, held this morning, reports were received from the various wards. The chairman called lor armed men to assist in getting labor to bury the dead and clear the wreckage, and arrangements were made to supply this demand. The situation in the city today is that there are plenty of vol unteers for this service, but an insufficiency of arms. There have been two or three small riots, but the officers have managed to quell them. The committee rejected the proposal of tryiug to pay for work, letting the laborers secure their own rations. It was decided to go ahead, impressing men into service, if necessary, issuing orders for rations only to those who worked or were unable to work. All of the wards reported the imperative need of disinfectants. A committee was appointed to sequester all of the disinfect ants in the city, including the limo which escaped wetting, and to obtain more. Houston was called upon for a barge load of lime. Capt. Sinclair Taliaferro, of Houston, who did such efficient work during the Brazos flood, arrived here this morning. He was asked to assist Chairman Mc Vittie in his work. Dan Henderson announced that Mr. Van Vleca, the general manager of the Southern Pacific, authorized i the committee to draw on that i company for $5,000. Mr. Van Vleck returned to Houston on the tug Juno to send a barge load of supplies. The Galveston, Houston and Henderson Railroad is operating relief trains over its line to Texas City Junction, and thence over the Texas City Terminal to, or near to, Texas City. A boat is carrying dispatches from Galveston to Texas City. Arrangements have been made to start a passonger service to morrow. The steamer Lawrence will take pay passengers to Texas City. Destitute persons who have relatives elsewhere, to whom they wish to go, will be furnished with credentials by the relief committee, and will bo taken to Texas Citv free of charge and carried by the Galveston, Houston and ilend r son to Houston free. Mr. Van Vleck is arranging transportation for them trom Houston to the points whither they are destined. This service will begin at 8 o'clock to morrow morning. Work on the water-works has not progressed so satisfactorially as bad been hoped tor. The men did not work last night. Ghief Engiueer Reynolds has not beon at the works since yesterday morning, rnd Alderman McMaster took charge of the work today. The machiney has been cleared of the debris and the pipes found to be badly damaged, and plumbers, steam fitters and boiler makers are at work on them. Mr. McMaster says he thinks it will be possible to turn water in the mains to morrow. All saloons were closed by the chief of police on Sunday. At a meeting of the general committee with- the city officials to-day the policing of the city was discussed. The city is pat rolled by about 2.000 police offl cers, special officers, soldiers and deputy sheriffs. Orders were issued to fie soldiers and police to kill any person caught in the act of robbing the dead. During the storm on Satuc day night the young men of th Boddiker family, with the ai< of a skiff, rescued over fort; people and took them to th University building, where the; found shelter. Hi turned in and helped to rescu others who were in peril. On woman carried her five-months old babe in her arms from he house only to see a beam strik the child on the head, killing i instantly. She suffered a brc ken leg and bruised body. Eighteen people were caugh in the Grothger grocery stor and it is presumed that all wer lo t, as the building was swep away entirely. Sayers to day nmdo the following statement to the Associate l'ress on the flood situation: 'Conditions at Galveston are fully as bad as reported. Coin munication, however, has been re-established between the island and the mainland and hereatter the transportation supplies will be less difficult. The work ot clearing the city is progressing fairly well and Adjutant General Scurry, under direction of the mayor, i6 patrolling the city for the purpose of preventing depre ilations. The most conservative estimate as to the number of deaths places them at 2,000. Contributions from citizens of this State and also from other States are coming in rapidly and liberal l.. n...i:t :? ? During the day contributions have fairly deluded the governor, upwards of .$100,000 having been received. Among the large contributions are to be noted the Standard Oil company with $10,000; St. Louis Commercial club for a like amount and the Hunt ington interests ifor ?5,000. It is believed he is accompani ed by President Stein, Viljoen, Fowie and Delroy. President Kru ger has arrived at Lorenzo Mar quez. While there is no goverment information as to Kruger's flight, it is believed probable that his object is to reach some Portugese port. The great West Indian storm, which lias been the centre of meteorological interest for the past twelve days, is fast disappearing into the Atlantic by way of Cape Breton Island, the barometer at Sipney to-night reading 21).02 inches. South to west gales have resulted from this storm, and to day they extended along the entire coast from New Jersey northward, Boston reporting a maximum velocity of 52 miles an hour from the west, and New York 04 miles from the west. During Tuesday night a" maximum velocity of eighty miles an hour was reported at Buffalo. But little rain occompanied this storm after it left the upper lake region It has, however, except in the South, caused a marked moderation of the higlifc temperatures which have so long persisted over the Eastern portion of the country.
