The legislature has acquitted
themselves like men should in
at least two measures?the dis- ,
ponsary matter and the appropriation
to VVinthrop college.
From the vote in the two
branches of our legislature several
days ago, it is plain that tho |
disnensarv is here to stav. that I
it is stronger in that hi.dy than
ever before. The vote in the
senate was more than 2 to 1 in j
favor of the dispensary. In the!
house it was about 3 to 1.
The many friends of Winthrop
college will learn with delight
that the legislature has given the
$35,000 asked for by the trustees!
to build the other dormitory that!
is so much needed to accommo-i
date the girls who are seeking!
admission to that excellent institution.
The house has accepted the sen- 1
ate dispensary bill with some |

little doubt that this bill will be,
a great improvement on any pre
vions law that we have had upon

We learn from a Washington
special to the News and Courier
that Senator Alcl.aurin may be;
appointed on the reconstructed
Phillipine commission by Mclvin
ley, and that tf he is appointed,
iie will probahlv accept, which
would necessitate his resigning
his seat, in the senate. It is fur
ther stated that the senator is
entirely ignorant of the move {
moot. Oh, yes, of course. It is
a pity his friends do not consult1
him. He may not want the place, j
and his name should not be I
pressed for a place that to* don't
want. Hut the ways of politicians!

FIVE KILLS STATE LEVY.
Ways and Means Committee Reports
Supply Bill.

Columbia, Feb. 7.?The State
board of control met today and
transacted routine business. The
resignation of Douthit as commis
sinner was accepted, but he was
requested to act on until his successor
is chosen.
With little opposition the senate
passed the bill to establish a
reformatory in connection with
the penitentiary. The feature ol
the debate was Senator Archer's
strong speech in favor of the bill

anity to convicts. The bill pro
vides for the establishment of a
reformatory on the Reed State
farm for convicts under 1G years
of age.
The senate killed the Ragsdale
cotton seed adulteration bill as
well as a committee substitute
for it.
The house spent all the morning
on the dispensary bill. It was
almost completed. The house
voted to have members of the
county board selected by the state
board by and with the consent of
members of the house and senate
or a majority. Several other
schemes were suggested.
Th * house took a recess to hear
a magnificent address by Dr. J. L.
M.Curry when it was considering
the constable section.
By a large vote the house voted
down a proposition that counties
select their constables. The bill
has practically gone through the
house. The house declined to
concur in the senate amendments
on the Jim Crow car hill and it
goes to a conference. If the bill
passes as amended in the senate
it plays the mischief, the railroad
interests contend.
New hills cannot he presented
in the house after today.
The appropriation bill will tie
ready for consideration today.

sented the ''supply bill" fixing
the levy f"r state purposes at five
mills, no increase over last year.
The committee thinks that the
levy will meet all appropriations
and leave a balance in the treasury.

this there is a provision for $20.
000 to tie set aside for the purpose
