Editor ok The Enter prise : Th* writer of the article published in Saturday's issue of your papei under the head, "The Schools and the Liquor Profits", taken from the Columbia State of the 1st, insfc., is mistaken as to the law governing the distribution of the dispensary profits among the public schools. He says: "The Comp tfoller General has received from all the counties save Barnwell and Spartanburg the statements of the county superintendents of anhnnla a a t n thn n m/\n nt f aa aL ovaavvso wo I \w Vllf O I1IUU lit VII r C* I 11 county needs from the dispensary profits to make up fhe constitu tional $3 per capita. Upon this statement the money now held in the treasury will he distributed." That, I say, is a mistake. The Comptroller Genera! did not make any inquiry as to what counties lacked an\ thing of hav ing $3 per capita for school pur poses, and no distribution based upiui such an inquiry is to be . made. What the Comptroller General wanted to know was how much e ich county lacked after the apportionment was made from the poll tax and the three mill tax of.having enough to give each chool district seventv five del. lam for each school in that district. For example, tb?# Heath Spring District has two schoola,? a white and a colored,?And its share of the county school fund must be one'hundred and fifty dollars, or if must be made up from this dispensary money that is about to be distributed. The Belair District has, 1 think, three schools; its share, therefore, must be two hundred and twenty five dollars. A good many of th? districts do not receive enough for each school to get this seventyfive dollars (to run the schools three months, as the law directs) and Supt. Thompson having so r?purieu we snail pet about $llilM) to make up the deficiency, that beinp the amount required. Now, after this deficiency has been made up in all the counties (which will require about $19000) the remainder of th? dispensary profits will be apportioned among all the schools in the State in proportion to the enrollment of each school?or rather of each school district. I make this correction because, havinp to pay out the sshool funds, I know that there is al ready a general belief among the people that each school is entitled to three dollars per scholar, and they do not understand whv tli?v do not get that amount; and this article from The State will but confirm that belief if allowed t( go uncorrected. There was a law requiring all of the State's share of the dispensary profits to be divided among the schools that did not get three dollars per capita, but it is no longer in force. I crop will he put in. Some improvements are going on. Mr. II. II. Massey lias built 1 a new store or "commissary" as ' he calls it. The Woodmen are going to build a large hall, with two stories, the lower of which will he used as a school room. Our Van Wyck school is rocking along very nicely with Mr. J. K Connors, as principal, and the trustees are to be complimented in securing the services of such j an accomplished scholar as Mr. Connors. The "law i? up" for t he'prej vention of shooting birds and our sporting population are in their! j glory ; you can hear them poping awav on every side. The crop of 1 birds are very good. The Woodmen will give a hot! j supper on the ltith of this month j to raise funds for their hall. An unfortunate -difficulty occurred here at an early hour last Monday 'morning between Mr. R. J. Mackorell and Messrs. J J. Blackraon and his brother, Will, in which Mr. Mackorell was shot, the ball passing in at the right side of the back and coming out, the physicians say, on the right side of his chest. Of the number who heard the shots, several say there were four, others that there were three. One of the balls went through Mr. Mackorell's clothing into his coat pocket and through a portion of a blank book that he had in his pocket. There the ball stopped, and alter thfe difficulty, it was found in his pocket. The ball from the third shot appears to have gone astray, as it has i never been found. The unfortunate difficulty occurred in the store of Mr. John J. Blackmon, in which his brother. The wounded man ran out at the front door and said he was shot. He was taken into the store of his brother in-law, Mr. John Riddle. next door, where medical aid was summoned and the wounded man placed upon a mattress and made as comfortable as possible. In a short while he was taken home w here he is receiving every attention that is needed. lie is doing as well as could be expect ed. It is hoped by the physicians that the ball did not strike the vitals, but that it danced and went round near the surface. Messrs. John ami Will Black| mon pave themselves up to the sheriff and were promptly lodged in jail. About night they were released upon a bond of $5,000 for their appearance.
