Elliott's advance effected a junction with Sohwau at Noveleta. After resting re turned, having accomplished a most difficult task ; highlv creditable. Spaniards found Noveleta impregnable; once lost an entire regiment there. Petrel shelled the country ahead of Elliott., but marines were subject, to hot tire from the insurgents. Manila, October 10.?9 :10 a. m. ?Major Bell, with ouo hundred and twenty picked men of the 36th regiment, made a reconnoissance yesterday in the direction of Florida Blanco, four miles out of Guagua. and encountered n body of one hundred insurgents, whom they routed, capturing a lieutenant and three armed privates. Near Florida Blanco they met another body of insurgents and routed them, capturing another armed lieutenant and one private. Returning with twenty scouts Major Bell encountered th e enemy a third time. 1 he reconoissance resulted in scattering the insurgents in that locality. The last two days have witnessed considerable outpost fir ing by small bands of insurgents on the northern lines. Simultaneous with the affair near La Loma Church yesterday the out* posts of the American forces at Caloocan,Deposito and Mariquina were fired upon. It appears that the insurgents in the neighbor hood are operating in bands of from five to twenty, and it is ru mored that attacks are to be made upon the hospitals. The uprising in Manila will result in extra vigilance on the part of the United States troops. 10.4A ? Washington, October 10.?The adjutant general's office has received the following dispatch from Gen. Otis, dated Manila, October 10: liGen. Schwan's column moved this morning from Santa Cruz de Malabon, and is now believed to be in San Francisco de Malabon, not meeting with determined resistance; matters quiet in Imus section. Gen. Darlington, October 11.?Tom Mitchell, one pf the principals in the recent outrage, and the last one to be caught, was brought here last night and lodged in jail. Washington, October 11.?It is practically settled that the United States will look after the interests of Great Britain in the Transvaal in the event of war. Although Great Britain has made no formal request for such action on the part of the United States up to a late hour this afternoon, it is be lieved that there is a perfect understanding to that effect be tween the representatives of the two governments. Mr. Tower, ihe British charge d'affairs, had another conference with Secretary Hill at the state department to day, at which it i3 believed an understanding was reached that the United States would look after British interests in the Transvaal in case the withdrawal of the Biitish representative was made necessary by a declaration of war. The United States representative in the Transvaal and also in the British Colonv of Natal and Cape Colony, as well as the consuls in the Free Slate, will be very busy men in the event of an outbreak of hostilities, for, in addition to the British interests which will be confided to their care, their first attention must be directed to those of American citizens. These are by no means inconsiderable in extent and value. The best information the state department has been able to gather tends to show that there are no less than 1,000 American citizens in the Transvaal and Free State alone, and these Americans are, as a rule, men of standing, representing in many cases great American manufacturing and exporting concerns, as well as being charged with supervision over the interests of American capitalists who have invested in the gold and diamond fields to the extent of many millions of dollars. London, Oct. 11.?The foreign office confirms the report from Washington that Great Britain has asked the United States to empower the United States con sul authorities in the Transvaal to represent British interests there during the hostilities. Day, who was president of the American peace com* mission, concerning the deliberations of the commission at Paris, is coutained in a letter written to former Congressman D. K. Watson, of this city, and read by him at a Republican meeting on the East Side tonight. CANADA AND TRANSVAAL. Shall Militia Be Sent to Aid England In Her War. Montreal, Oct. 12.?Between the English-Canadian ultra-loyalists and the French Canadian "Castora," Sir Wilfrid Lauiier finds that his lot does not lie in pleasant places. The former are going for him with all the vigor ot ridicule and venom at their command because he does not see his way to violate the militia law by sending a contingent of Canadian militia to South Africa againsi tne lioers. He has poiuted out in reply to representations made to him that the Canadian militia is solely a defensive force, and that there is no provision in the law authorizing its existence for its being sent beyond the seas under any circum stances. He, however, foresaw that exceptional circumstances might arise when that might become necessary, and then special action would be taken. He iustanced the possibility of a war with Spain in which the Spanish fleet might be sent io attack the Canadian coast, in which case Canadian troops might have to be sent to Spain to end the war by a counterstroke. But so deadly in earnest are the imperialist faction that they refused to see the humor of the situation, and are brand c:- -- 1 ?? ujg uii ?t innu as oeing utile short of a traitor, and are appealing for authority to form special volunteer corps of sharpshooters to proceed at once to South Africa at the public expense. As yet there is no exhibition of popular euthusiasm tor service on the African Veldt, though, of course, there are adventurous spirits who are ready to go any- , where for the excitement of the thing. Amsterdam, Oct. 12.?A dispatch to the Uandelsblad from Batavia, capital of the Netherlands Indies, Java, says that a violent earthquake has visited the south side of the Island of Ceram, next to the largest of the Moluccas, between Booroo and Papua, cempletely destroying the town of Ambel and killing, it is estimated, some 4,000 poople, as well as injuring some 500 others. The dispatch says that details, of the disaster have not yet been obtained.
